NTU International is preparing a proposal for the EU-funded project “EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030”, which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030. The Technical Assistance will support reforms related to public finance management, programme-based budgeting, public expenditure planning, and financial governance in the agri-food sector, including strengthening institutional capacities within the Ministry of Agriculture and related public institutions.
Key Responsibilities:
- Support reforms related to public finance management and programme-based budgeting in the agri-food sector;
- Provide technical assistance on agricultural budgeting systems, public expenditure planning, and financial governance frameworks;
- Conduct public expenditure reviews, fiscal analyses, and budget performance assessments related to agriculture and rural development;
- Support development of medium-term expenditure frameworks, budgeting methodologies, and financial monitoring systems;
- Advise public institutions on budget planning, resource allocation, fiscal sustainability, and financial accountability mechanisms;
- Support strengthening of financial management procedures, reporting systems, and institutional capacities within public institutions;
- Contribute to preparation of financial analyses, reform roadmaps, policy recommendations, and technical reports;
- Coordinate with Ministries, public finance institutions, development partners, and sector stakeholders;
- Deliver workshops, technical training, and capacity-building activities related to public finance management and budgeting systems;
- Contribute to monitoring, reporting, and evaluation of financial governance and reform initiatives.
Education:
Master’s degree in economics, public finance, finance, public administration, agricultural economics, or another relevant field.
General Professional Experience:
- Minimum 10 years of professional experience in public finance management, budgeting, financial governance, or fiscal policy advisory services;
- Proven experience working on governance, agricultural reform, or public sector modernisation projects in developing or transition economies;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience:
- Minimum 7 years of experience in public finance management, programme-based budgeting, or public expenditure analysis;
- Demonstrated experience with budget reform, medium-term expenditure frameworks, fiscal planning, or financial accountability systems;
- Experience related to agriculture, rural development, subsidy systems, or natural resource governance is considered an advantage;
- Experience supporting projects financed by the EU, World Bank, IMF, ADB, IFAD, or other international financial institutions is considered a strong asset;
- Experience working with Ministries of Finance, Ministries of Agriculture, or public sector financial institutions is considered an advantage;
- Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset.
Languages:
English (C1 mandatory); Working knowledge of Russian is considered a strong asset.
