NTU International A/S is leading a consortium for the implementation of the EIB funded project called: Czech Rail Infrastructure PPP Advisory Support and is searching for experts to support the core team during the implementation of this project.
Location: Prague, Czech Republic.
Duration: The intended start date is July 2025 and the services shall be provided for a period of 25 months from this date.
Qualifications and skills:- Relevant technical bachelor’s degree or academic equivalent (minimum requirement).
- Working command of the English language (CEFR C1) (minimum requirement).
- Knowledge of Czech (or Slovak) language considered as an asset.
- At least 15 years’ experience in the field of mobility (minimum requirement).
- At least 5 years of experience with railway planning, design, construction or operations (minimum requirement).
- Active experience in at least 2 PPP projects in Europe (minimum requirement) covering as many as possible of the following elements (railway PPP experience preferred):
- Technical engineering aspects of PPP feasibility studies;
- Defining flexibility of design parameters for the PPP concessionaire in relation to non-PPP statutorially approved preliminary design;
- Output based specification of project requirements for PPP including for design and operational/maintenance aspects;
- Risk registers, risk management, analysis of technical risks and their optimal allocation to public and private partners;
- Interfaces between the PPP and non-PPP elements of a railway project and the railway system;
- Definition of criteria (availability definition and metrics, response and cure times, planned maintenance, triggers, expected LoS, bonus, malus etc.) for availability payments;
- Definition of service performance deduction system;
- Technical engineering related content of PPP transaction advisor tender specifications;
- Technical engineering related content of PPP concessionaire tender specifications;
- Technical engineering related content of PPP concession contracts (clauses dealing with the design and construction process, service specifications, information reporting, output requirements and performance measurement);
- Monitoring and enforcement of PPP concession contracts including construction and/or operations.
