NTU International is expanding its international network of senior experts to support current and upcoming assignments linked to the European Union’s Global Gateway Initiative across partner countries receiving EU external cooperation support. We are seeking highly qualified professionals with demonstrated experience in coordinating and supporting investment-oriented development initiatives aligned with EU Global Gateway priorities. The objective is to strengthen local and regional expert networks and increase awareness, coordination capacity, and project preparation support for Global Gateway-related investments and reforms. Experts may be engaged for short- and long-term assignments under EU-funded technical assistance projects, Team Europe initiatives, and donor-financed infrastructure and investment programmes.

Key Responsibilities
- Contributing to the development and implementation of reform strategies and policy actions
- Supporting coordination across EU Global Gateway priority sectors and stakeholders
- Assisting in the identification and preparation of investment projects aligned with Global Gateway priorities
- Conducting or contributing to regulatory, institutional, and sector analyses
- Supporting feasibility preparation and investment pipeline development
- Facilitating coordination between partner-country institutions, IFIs, Team Europe actors, private sector stakeholders, and development partners
- Supporting stakeholder engagement, dialogue facilitation, and institutional coordination processes
- Contributing to donor coordination and alignment with EU external cooperation priorities
Requirements
- Minimum 5 years of professional experience in development cooperation, infrastructure, investment, or related sectors
- Proven experience in EU-funded external cooperation programmes
- Experience in project preparation and/or coordination under the EU Global Gateway framework, Team Europe initiatives, or similar investment-oriented international development programmes
- Experience working with partner-country institutions, international financial institutions (IFIs), development finance institutions, or private sector stakeholders
- Strong analytical, coordination, and stakeholder engagement skills
- Excellent communication and reporting abilities
Language Requirements
- English proficiency at minimum C1 level is mandatory
- Additional languages relevant to partner countries are considered an asset
