NTU International is preparing a proposal for the EU-funded project "EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030", which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030.
The Technical Assistance will support strategic planning, climate resilience, and sustainable resource management approaches related to agriculture and water systems, including long-term foresight and scenario-based policy planning.
Key Responsibilities:
- Support development of foresight analyses and long-term planning frameworks related to water and agriculture systems;
- Provide technical assistance on integrated water resource management and sustainable agricultural water use;
- Conduct scenario analyses, climate impact assessments, and strategic modelling related to agricultural production and water availability;
- Support development of evidence-based strategies for drought resilience, irrigation efficiency, and sustainable resource allocation;
- Advise Ministries and public institutions on water-agriculture nexus policies, resilience planning, and future risk management approaches;
- Support integration of climate adaptation, food security, and resource sustainability considerations into sector planning processes;
- Contribute to preparation of foresight studies, policy analyses, strategic recommendations, and technical reports;
- Coordinate with Ministries, water agencies, agricultural institutions, research organisations, and development partners;
- Deliver workshops, technical training, and capacity-building activities related to water-agriculture foresight and strategic planning;
- Contribute to monitoring, reporting, and analytical outputs related to water management and agricultural resilience initiatives.
Education:
Master's degree in water resources management, agricultural economics, environmental sciences, irrigation engineering, climate policy, or another relevant field.
General Professional Experience:
- Minimum 10 years of professional experience in water management, agricultural planning, foresight analysis, or climate resilience;
- Proven experience working on water, agriculture, or rural development projects in developing or transition economies;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience:
- Minimum 7 years of experience in integrated water-agriculture planning, foresight studies, or strategic resource management;
- Demonstrated experience with scenario analysis, climate impact modelling, irrigation systems, or long-term agricultural planning;
- Experience related to drought management, water allocation systems, climate adaptation, or food security analysis is considered an advantage;
- Experience supporting projects financed by the EU, World Bank, IFAD, FAO, ADB, UN agencies, or other international financial institutions is considered a strong asset;
- Experience working with Ministries, water authorities, agricultural institutions, or research organisations is considered an advantage;
- Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset.
Languages:
English (C1 mandatory); Working knowledge of Russian is considered a strong asset.
