NTU International is preparing a proposal for the EU-funded project “EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030”, which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030.
The Technical Assistance will support institutional capacity building for veterinary services and laboratory systems, including compliance with international SPS standards, quality management systems, export certification procedures, and laboratory accreditation frameworks.
Key Responsibilities:
- Support strengthening of veterinary services, animal health systems, and laboratory accreditation frameworks;
- Provide technical assistance on veterinary governance, SPS compliance, export certification systems, and laboratory quality management;
- Support development and implementation of laboratory accreditation systems aligned with international standards and ISO requirements;
- Advise veterinary and laboratory institutions on inspection procedures, quality assurance systems, and institutional reforms;
- Support strengthening of diagnostic capacities, testing systems, and veterinary surveillance mechanisms;
- Contribute to preparation of veterinary assessments, accreditation procedures, technical guidelines, and institutional development plans;
- Support harmonisation of veterinary and laboratory procedures with international standards and export market requirements;
- Coordinate with veterinary authorities, laboratories, accreditation bodies, Ministries, and development partners;
- Deliver workshops, technical training, and capacity-building activities related to veterinary systems and laboratory accreditation;
- Contribute to monitoring, reporting, and analytical outputs related to SPS compliance, veterinary governance, and laboratory quality systems.
Education:
Master’s degree in veterinary medicine, laboratory sciences, microbiology, food safety, animal health, or another relevant field.
General Professional Experience:
- Minimum 10 years of professional experience in veterinary services, laboratory systems, SPS compliance, or quality assurance frameworks;
- Proven experience working on veterinary, laboratory, or agricultural development projects in developing or transition economies;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience:
- Minimum 7 years of experience in veterinary systems, laboratory accreditation, quality management systems, or SPS compliance frameworks;
- Demonstrated experience with ISO laboratory accreditation standards, veterinary inspection systems, export certification, or institutional strengthening initiatives;
- Experience related to food safety systems, laboratory diagnostics, animal health surveillance, or regulatory compliance is considered an advantage;
- Experience supporting projects financed by the EU, FAO, World Bank, IFAD, WOAH/OIE, or other international financial institutions is considered a strong asset;
- Experience working with veterinary agencies, accreditation bodies, laboratories, or Ministries of Agriculture is considered an advantage;
- Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset.
Languages:
English (C1 mandatory); Working knowledge of Russian is considered a strong asset.
