NTU International is preparing a proposal for the EU-funded project “EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030”, which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030.

The Technical Assistance will support development of sustainable financing mechanisms, service costing methodologies, and cost-recovery systems related to food safety, veterinary services, phytosanitary systems, and public agricultural services in Uzbekistan.

NTU International is seeking a Senior Costing and Cost-Recovery Expert to support financial sustainability analyses, service costing systems, and cost-recovery mechanisms related to agri-food sector institutions and public services.

Key Responsibilities
  • Support development of costing methodologies and cost-recovery frameworks for public agri-food sector services;
  • Provide technical assistance on financial sustainability, service costing, tariff methodologies, and fee-setting systems;
  • Conduct cost analyses related to veterinary services, phytosanitary systems, food safety inspections, laboratory services, and agricultural public services;
  • Support development of financial models, operational costing tools, and revenue generation mechanisms;
  • Advise public institutions on sustainable financing systems, cost-efficiency measures, and public service management;
  • Contribute to preparation of financial analyses, costing studies, pricing frameworks, and policy recommendations;
  • Support institutional reforms related to service delivery efficiency and financial sustainability of public sector institutions;
  • Coordinate with Ministries, laboratories, regulatory agencies, development partners, and financial stakeholders;
  • Deliver workshops, technical training, and capacity-building activities related to costing systems and cost-recovery methodologies;
  • Contribute to monitoring, reporting, and evaluation of financial sustainability and institutional reform initiatives.
Education

Master’s degree in economics, finance, public finance, agricultural economics, business administration, or another relevant field.

General Professional Experience
  • Minimum 10 years of professional experience in financial analysis, costing systems, tariff methodologies, or public sector financial management;
  • Proven experience working on agricultural, public administration, or institutional reform projects in developing or transition economies;
  • Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
  • Minimum 7 years of experience in costing methodologies, financial sustainability analyses, or cost-recovery systems;
  • Demonstrated experience with service costing, tariff structures, fee-setting systems, or operational financial models;
  • Experience related to veterinary systems, laboratory services, food safety systems, phytosanitary services, or public agricultural services is considered an advantage;
  • Experience supporting projects financed by the EU, World Bank, IFAD, ADB, FAO, or other international financial institutions is considered a strong asset;
  • Experience working with Ministries, regulatory agencies, laboratories, or public service institutions is considered an advantage;
  • Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset.
Languages

English (C1 mandatory); Working knowledge of Russian is considered a strong asset.
