NTU International is preparing a proposal for the EU-funded project “EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030”, which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030.
The Technical Assistance will support reforms related to agricultural finance, rural financial systems, agricultural insurance mechanisms, and risk management frameworks aimed at improving resilience and sustainable development of the agri-food sector in Uzbekistan.
Key Responsibilities:
- Support development and reform of agricultural insurance systems and rural finance mechanisms;
- Provide technical assistance on agricultural risk management, crop insurance, livestock insurance, and climate risk financing systems;
- Support development of financial products and financing mechanisms targeting farmers, agribusinesses, and rural enterprises;
- Advise public institutions and financial stakeholders on agricultural credit systems, guarantee mechanisms, and rural investment frameworks;
- Conduct analyses related to agricultural finance, financial inclusion, insurance sustainability, and risk-sharing mechanisms;
- Support development of regulatory frameworks, operational procedures, and institutional systems related to agricultural insurance and rural finance;
- Contribute to preparation of financial analyses, technical studies, policy recommendations, and reform roadmaps;
- Coordinate with Ministries, financial institutions, insurance providers, farmers’ organisations, and development partners;
- Deliver workshops, technical training, and capacity-building activities related to agricultural finance and insurance systems;
- Contribute to monitoring, reporting, and evaluation of agricultural finance and rural risk management initiatives.
Education:
Master’s degree in agricultural economics, finance, insurance, rural development, economics, or another relevant field.
General Professional Experience:
- Minimum 10 years of professional experience in agricultural finance, rural finance, insurance systems, or financial sector development;
- Proven experience working on agricultural or rural development projects in developing or transition economies;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience:
- Minimum 7 years of experience in agricultural insurance, rural finance systems, or agricultural risk management initiatives;
- Demonstrated experience with crop insurance systems, agricultural credit mechanisms, financial inclusion programmes, or rural financing frameworks;
- Experience related to climate risk financing, guarantee funds, agricultural subsidies, or financial sector regulation is considered an advantage;
- Experience supporting projects financed by the EU, World Bank, IFAD, FAO, ADB, EBRD, IFC, or other international financial institutions is considered a strong asset;
- Experience working with Ministries, financial institutions, insurance companies, or agricultural agencies is considered an advantage;
- Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset.
Languages:
English (C1 mandatory); Working knowledge of Russian is considered a strong asset.
