NTU International A/S is leading a consortium for the implementation of the EIB funded project called: EV Charging Infrastructure Ireland (CNC) and is searching for experts to support the core team during the implementation of this project. The objective of the Assignment is to support Zero Emission Vehicles Ireland in finalising the procurement strategy and business model / partnering approach for publicly accessible destination and neighbourhood EV charging infrastructure, in preparation for the launch of concession or PPP tenders during the second half of 2026.
Duration: The intended start date is March 2026 and the services shall be provided for a period of 11 months from this date.
Qualifications and skills:- At least a Bachelor’s degree in Economics, Infrastructure, Procurement, Contracting or a related discipline. (Minimum requirement)
- Working command of English language (CEFR C1). (Minimum requirement)
- At least 15 years of professional experience demonstrating senior-level expertise in public procurement, with a focus on the structuring, negotiation, and implementation of complex infrastructure contracts for public authorities, including concession and PPP-type arrangements. (Minimum requirement)
- At least 8 years of professional experience in the design of public procurement and contracting solutions for infrastructure projects. (Minimum requirement)
- Experience in negotiating or advising on concession or PPP contracts for public authorities, as demonstrated by at least 3 projects. (Minimum requirement)
- Specific knowledge and experience in advising on the selection of optimal procurement and contracting strategy for projects utilising concession or PPP models across the design, construction, operation and maintenance phases as demonstrated by at least 1 project. (Minimum requirement)
- Knowledge of the EU Procurement Directives 2014/23/EU and 2014/24/EU and their Irish transposition.
- Familiarity with Public Works Contracts (PW-CF1 to PW-CF11) and local authority procurement practice in Ireland.
- Experience working on EV charging, renewable-energy or transport infrastructure concessions in Ireland or other EU Member States.
- Familiarity with EU transport and energy directives, including AFIR.
