NTU International A/S is leading a consortium for the implementation of the EIB funded project called: EV Charging Infrastructure Ireland (CNC) and is searching for experts to support the core team during the implementation of this project. The objective of the Assignment is to support Zero Emission Vehicles Ireland in finalising the procurement strategy and business model / partnering approach for publicly accessible destination and neighbourhood EV charging infrastructure, in preparation for the launch of concession or PPP tenders during the second half of 2026.
Duration: The intended start date is March 2026 and the services shall be provided for a period of 11 months from this date.
Qualifications and skills:- At least a Bachelor’s degree in Law or a related discipline. (Minimum requirement)
- Master’s or Postgraduate Degree in Law, Public Procurement, or Procurement and Contract Law. (Asset)
- Working command of English language (CEFR C1). (Minimum requirement)
- At least 15 years of professional experience demonstrating senior-level expertise in procurement and contract law, with a focus on infrastructure contracts for public authorities, including concession and PPP-type arrangements. (Minimum requirement)
- At least 8 years of professional experience in public procurement and contracting for infrastructure projects. (Minimum requirement)
- Specific knowledge and experience in developing and drafting contract and procurement documentation for concession or PPP projects, as demonstrated by at least 2 projects. (Minimum requirement)
- Specific knowledge and experience in advising on the various legal considerations relevant to procurement and contracting strategies for comparable projects as demonstrated by at least 2 projects. (Minimum requirement)
- Knowledge of the EU Procurement Directives 2014/23/EU and 2014/24/EU and their Irish transposition. (Asset)
- Familiarity with Public Works Contracts (PW-CF1 to PW-CF11) and local authority procurement practice in Ireland. (Asset)
- Experience on the analysis of the Eurostat treatment/balance sheet classification of public infrastructure projects based on the selected model and the inherent risk allocation. (Asset)
- Experience working on EV charging, renewable-energy or transport infrastructure concessions in Ireland or other EU Member States. (Asset)
- Familiarity with EU transport and energy directives, including AFIR. (Asset)
