Job overview: The Mandatory Training and Learning Systems Partner is responsible for leading and developing the Trust’s statutory and mandatory training programme and learning systems. The role ensures compliance with NHS and regulatory requirements, manages digital learning platforms such as ESR and eLearning for Health (eLfH), and leads a small team delivering mandatory training, learning systems, data and digital support services. The post holder works closely with clinical and non-clinical stakeholders to improve training compliance, system effectiveness and workforce learning outcomes.

Main duties of the job:

  • Lead the management of statutory and mandatory training requirements, ensuring staff training needs are accurately assigned and monitored through ESR and other learning systems.
  • Manage compliance data, produce reports, oversee learning system functionality, develop guidance and processes, support digital learning solutions, and drive continuous improvement projects.
  • Team leadership, stakeholder engagement, data quality assurance, policy implementation, audit support, and promoting a positive learning culture across the organisation.

Detailed job description and main responsibilities:

  • Act as the subject matter expert for mandatory training and the Core Skills Training Framework (CSTF).
  • Manage and optimise ESR and related learning systems.
  • Analyse and report complex compliance data, ensuring GDPR compliance, and support organisational decision-making.
  • Lead a team responsible for mandatory training, learning systems and data management.
  • Implement national and local policy requirements, deliver system training and user support, oversee audits and quality improvement initiatives.
  • Work collaboratively with stakeholders to enhance learning provision, compliance performance and workforce development across the Group.

Person specification:

  • Educated to Degree level or equivalent experience in a relevant field such as education, business administration, HR or data and digital.
  • Project or system management training or equivalent demonstrable experience and skills.
  • Knowledge and understanding of relevant aspects of ESR functionality.
  • Knowledge and understanding of e-learning including national content and development tools.
  • Data analysis skills.
  • Experience of managing or supporting mandatory training programme requirements in a healthcare setting.
  • Experience of leading and managing individuals and teams.
  • In-depth understanding of statutory and mandatory training requirements relevant to the NHS.
  • Knowledge of governance processes relating to statutory and mandatory training.
  • Full membership of CIPD (MCIPD) or a graduate member of CIPD (Grad CIPD) or evidence of working towards membership.
  • Experience of developing robust action plans to address identified gaps or risks and support continuous improvement.

Disclosure and Barring Checks (DBS): It is the policy of North Tees and Hartlepool NHS Foundation Trust that all successful candidates who are new to the Trust and require DBS clearance for the post they have been offered, are required to pay the cost for their DBS certificate. The method of payment for this is via salary deduction from your first month's pay on commencement with the Trust. The DBS check will be undertaken during the pre-employment check screening.

New Starters – Probationary Period: For any new employees commencing employment with North Tees and Hartlepool NHS Foundation Trust, you will be subject to satisfactory completion of a 6 month probationary period. Please note that internal applications and individuals that are appointed to fixed term appointments of less than 6 months duration are exempt from the probationary period (unless you are an internal applicant currently part way through a probationary period or a bank member of staff).
