National Services for Health Improvement (NSHI Ltd) is looking to appoint experienced Service Development Managers to support the development and implementation of non‑promotional healthcare services across the NHS, covering Yorkshire, Cumbria, Northumberland, Cheshire and Mersey, Scotland and Northern Ireland.

Working regionally and in partnership with Orion Pharma UK, the Service Development Manager will engage with NHS organisations including Integrated Care Boards, Primary Care Networks, GP practices and other healthcare stakeholders to help identify service pressures, support pathway improvement and facilitate the implementation of sustainable patient‑support solutions.

This is a non‑commercial, service‑focused position. It would particularly suit someone with previous experience as an Integrated Healthcare Manager, Healthcare Development Manager, NHS Service Development Manager, Market Access Manager or similar NHS‑facing role, who understands how to navigate complex healthcare systems and build credible relationships with senior NHS stakeholders.

The role combines NHS engagement, service and pathway development, project management and healthcare system insight, with a particular initial focus on respiratory care.

Key responsibilities

  • Build credible, collaborative relationships with senior NHS stakeholders across ICBs, PCNs, GP practices and wider healthcare systems.
  • Work with NHS organisations to understand local service pressures, capacity constraints, inequalities and opportunities for service improvement.
  • Support the development, optimisation and implementation of patient pathways and service models.
  • Facilitate discussions around implementation of national clinical guidance and best practice, including relevant NICE and BTS/SIGN respiratory guidance.
  • Support healthcare teams with non‑promotional education and resources relating to inhaler technique, appropriate inhaler use, respiratory reviews, sustainability and health inequalities.
  • Help NHS organisations identify patients or populations who may benefit from additional review or service support.
  • Introduce appropriate NSHI/Orion patient‑support programmes where a healthcare organisation has identified an unmet service need.
  • Work with NHS stakeholders to scope potential service solutions, including nurse‑led services such as MAPLE where appropriate.
  • Conduct service mapping, pathway analysis, capacity assessments and workflow reviews with NHS partners.
  • Support development of service proposals, business cases and implementation plans.
  • Facilitate stakeholder meetings, workshops, pathway redesign discussions and educational sessions.
  • Manage projects from initial engagement and scoping through to implementation, evaluation and handover.
  • Coordinate effectively with NSHI and Orion medical, patient‑services, market‑access and other relevant internal teams.
  • Maintain appropriate records of stakeholder engagement, project progress, risks, actions and agreed outcomes.
  • Ensure all activities are delivered in accordance with ABPI requirements, PMCPA guidance, company SOPs and applicable governance and compliance standards.

About you

We are looking for someone who understands both the complexity of the NHS and the practical realities of implementing change within healthcare services.

You are likely to have experience within one or more of the following areas:

  • Integrated Healthcare Management

  • Market access or patient access
  • NHS commissioning
  • Primary Care Development Representative
  • Healthcare consultancy
  • Clinical operations or service redesign
  • Pharmaceutical or medtech healthcare‑development roles

Essential skills and experience

  • Current ABPI accreditation / ABPI qualification.
  • Significant experience in an NHS‑facing healthcare‑development, service‑development or similar role.
  • Strong knowledge of NHS structures, commissioning and healthcare pathways.
  • Experience engaging with ICBs, PCNs, primary care and/or other NHS organisations.
  • Proven ability to develop trusted relationships with senior healthcare stakeholders.
  • Experience supporting service redesign, pathway development, transformation or service implementation.
  • Strong project‑management and organisational skills.
  • Ability to manage complex projects across multiple stakeholders and geographical areas.
  • Strong facilitation, presentation and communication skills.
  • Ability to interpret national healthcare policy and translate it into locally relevant service opportunities.
  • Strong governance and compliance awareness.
  • Full UK driving licence and willingness to travel extensively within the allocated region.

Desirable experience

Respiratory experience would be particularly valuable, including knowledge of:

  • Asthma management and national respiratory guidance.
  • NICE and BTS/SIGN recommendations.
  • Inhaler technique and device optimisation.
  • Respiratory health inequalities.
  • NHS sustainability and the green agenda.
  • Primary-care respiratory reviews.
  • Risk stratification and proactive patient review.
