The Role
The Assets & Estates Manager is responsible for the effective management, maintenance and governance of the company’s estate, infrastructure and operational assets. The role ensures that buildings, plant, equipment, fixtures, fittings, utilities and associated workplace assets are safe, compliant, correctly recorded, efficiently maintained and fit for operational requirements.
The postholder will provide clear ownership of asset & estate management arrangements, develop and maintain asset registers, oversee maintenance and inspection regimes, manage contractors and suppliers, and ensure that statutory, regulatory, safety, environmental and quality requirements are met.
The Assets & Estates Manager will also oversee maintenance programmes, refurbishment activities and new works. The individual will manage visiting contractors in line with our internal processes, CDM legislation and the Health & Safety at Work Act 1974.
Key Objectives
Asset Management and Governance
- Own and maintain the company asset management framework, ensuring assets are consistently categorised, recorded and controlled.
- Maintain accurate asset registers, including ownership, location, condition, maintenance requirements, inspection status and lifecycle information.
- Ensure asset categories, sub-categories and reporting arrangements support operational, financial and compliance requirements.
- Develop and maintain clear RACI arrangements for each asset category, identifying who is Responsible, Accountable, Consulted and Informed.
- Support the implementation and development of asset management systems, including reporting for servicing, inspection, calibration, testing and financial control.
- Ensure new assets are captured at the point of purchase, deployment or commissioning.
- Ensure asset data is reliable, accessible and capable of supporting management decisions.
Estates Management
- Manage the day-to-day operation, maintenance and performance of company premises, buildings, welfare facilities, external areas and associated infrastructure.
- Create and practise Response Plans to deal with temporary loss of services and infrastructure.
- Ensure all facilities remain suitable, sufficient, safe, secure, and legally compliant.
- Oversee planned preventative maintenance, reactive maintenance and inspection schedules.
- Ensure maintenance responsibilities are clearly defined, particularly where premises are leased, shared or subject to landlord/client interfaces.
- Manage estates improvements, refurbishments, office moves, changes of use and minor works.
- Liaise with Group Services Support Manager regarding interior design and finishes specification.
- Ensure welfare facilities remain appropriate for current and forecast workforce levels.
- Maintain facilities records, drawings, certificates, inspection reports and related documentation.
- Coordinate and deconflict Estates activities with the Site Operations Leadership Team
Contractor and Supplier Management
- Procure, coordinate and manage contractors, consultants, service providers and specialist suppliers.
- Prepare scopes of work, technical requirements and service expectations.
- Ensure contractors are appropriately competent, briefed and controlled.
- Monitor contractor performance, quality, safety and value for money.
- Ensure works are planned, approved and delivered without adversely affecting site operations.
- Maintain contractor records, permits, risk assessments, method statements and completion documentation.
- Escalate contractor performance issues where necessary.
- Engage with Procurement to raise Purchase Order Request and ensure appropriate supply chain members remain on the Approved Suppliers List.
Maintenance Planning and Lifecycle Management
- Develop and manage planned preventative maintenance programmes.
- Maintain a forward-looking lifecycle replacement and refurbishment plan for key estate and asset groups.
- Identify ageing assets, recurring defects, obsolescence risks and capacity constraints.
- Support capital planning and budget forecasting.
- Provide recommendations for repair, replacement, upgrade or disposal of assets.
- Ensure asset condition and performance data is used to inform business planning.
Financial and Budget Management
- Prepare and manage estates and asset-related budgets.
- Monitor expenditure on maintenance, inspections, Estates services, repairs, replacements and minor works.
- Support procurement decisions with cost, compliance and operational impact information.
- Contribute towards and/or produce business cases for capital investment, asset replacement and estate improvement.
- Ensure asset records support financial reporting, insurance, audit and governance requirements.
Person Specification
Qualifications
- NVQ L6, HNC/HND or Degree in Facilities Management, Estates Management, Building Services, Engineering, Asset Management or a related discipline - Essential
- NEBOSH General Certificate - Essential
- CDM awareness & temporary works / construction safety awareness - Essential
- Membership of appropriate technical / professional body - Desirable
Experience & Knowledge
- Well organised with the ability to work to timescales and demonstrate attention to detail - Essential
- Routine recording and reporting of information both verbal and numerical - Essential
- Experience of Assets & Estates (5 years) - Essential
- Experience of procuring, managing and delivering new works in existing premises - Essential
- Familiar with structuring and presentation of own work - Essential
- Used to dealing with confidential and commercial information - Desirable
- Familiar with QSHEW or similar operating procedures and requirements etc. - Desirable
Skills & Abilities
- Competent user of MS Office - Essential
- Able to organise and prioritise own work - Essential

Package
Hours - 37.5 hours per week
Overtime – 37.5-60hours per week – Time and half
Overtime – 60+ hours per week or Sundays – Double time

Subsistence allowance paid for working away (50+ miles away from home location) - £200pw lodge (£50pd, 4 days max) + £25pd Food
