NSG Environmental Ltd has been delivering work programmes in the nuclear industry for over 40 years. Traditionally in the areas of decommissioning and waste management, NSG now has a broad customer base and provides a wide spectrum of services across the nuclear project lifecycle, ranging from expert consultancy support, R&D and engineering design to rekit and refurbishment, site installation services and high-hazard physical decommissioning works, amongst others. This work is delivered at NSG’s own offices and purpose-built facilities and nuclear sites across the UK. The delivery and management of these projects and programmes of work is carried out by a skilled workforce composed of both white-collar and blue-collar personnel in technical, administrative, and physical roles. The Role
To lead and deliver technically robust, fully integrated tender submissions for engineering and decommissioning projects, with a strong focus on developing credible programmes, costs and delivery methodologies. This role goes beyond bid process management and requires hands-on contribution to the development of technical, commercial and delivery solutions. The postholder will typically lead and directly produce a significant proportion of the tender response, involving subject matter experts as required.
Key Objectives
- Accountable for end-to-end bid delivery, producing high-quality, compliant and competitive submissions to time, cost and quality standards, in line with company procedures.
- Leads bids as a delivery-focused contributor, taking ownership of developing a substantial proportion of the tender response (circa 60%) and shaping the technical and delivery solution into robust, executable proposals for engineering and/or decommissioning projects.
- Leads and facilitates bid team inputs, engaging planners, engineers, consultants, operational teams, commercial, legal and subject matter expert resources to develop integrated, high-confidence submissions.
- Engages effectively with supply chain partners to secure appropriate, well-scoped quotations that align with the proposed delivery approach.
- Challenges and interrogates inputs from internal teams, partners and subcontractors to ensure technical robustness, deliverability and alignment to the bid strategy.
- Manages governance and approval processes, ensuring submissions meet internal standards and external client requirements.
- Ensures effective handover to delivery teams, with clear articulation of scope, assumptions, risks, programme and commercial position.
Commercial Awareness & Business Management
- Develops and maintains effective relationships across all the company’s functions and departments and with client personnel.
- Understands project delivery realities, anticipating cost, schedule and delivery risks based on practical experience of engineering/decommissioning environments.
- Engages with subcontractors in a commercially astute manner, ensuring appropriate risk allocation, scope clarity and value for money.
- Recognises the wider business impact of bid decisions, including risk exposure, resource demand and delivery capability.
- Maintains awareness of NEC forms of contract.
- Supports business growth by sharing useful information/intelligence with the company.
Technical Competency
- Demonstrates strong technical and project delivery understanding within engineering design & build and/or complex decommissioning environments.
- Interprets technical scopes and specifications to develop structured work breakdowns and delivery methodologies, taking ownership of the overall approach while drawing on appropriate SME input to validate and enhance robustness.
- Leads the development of robust, logic-driven, fully costed and resource loaded programmes in collaboration with planners (Primavera P6/MSP), ensuring alignment with methodology, risks and constraints.
- Develops and challenges bottom-up cost estimates, ensuring pricing reflects the proposed delivery approach, programme and identified risks.
- Produces high-quality, technically sound written proposals, clearly articulating methodology, sequencing, resource planning and risk mitigation.
- Applies structured risk management, developing assumptions, risk registers, mitigations and schedule risk considerations to underpin submissions.
- Brings a delivery mindset, ensuring all proposals are practical, executable and aligned with real-world project constraints.
- Communicates clearly and credibly with technical and non-technical stakeholders, both internally and externally.
- Maintains and develops professional, technical and commercial competence, aligned with evolving industry standards and best practice.

- Significant experience as: Project Manager, or Engineering Lead with project management responsibility, or Bid Manager with demonstratable hand-on delivery contribution - Essential
- Experience delivering or bidding for: Engineering design & build projects (M&E biased), and/or Decommissioning projects in complex or regulated environments - Essential
- Proven ability to develop programmes and cost estimates in collaboration with planners (primavera/Microsoft project) - Essential
- Strong track record of authoring high-quality technical tender responses - Essential
- Awareness of forms and contract (e.g. NEC3, NEC4 ECC, PSC) - Essential
- Experienced in dealing with confidential and commercially sensitive information - Essential
