NSG Environmental Ltd has been delivering work programmes in the nuclear industry for over 40 years. Traditionally in the areas of decommissioning and waste management, NSG now has a broad customer base and provides a wide spectrum of services across the nuclear project lifecycle, ranging from expert consultancy support, R&D and engineering design to rekit and refurbishment, site installation services and high-hazard physical decommissioning works, amongst others.

This work is delivered at NSG\’s own offices and purpose-built facilities and nuclear sites across the UK. The delivery and management of these projects and programmes of work is carried out by a skilled workforce composed of both white-collar and blue-collar personnel in technical, administrative, and physical roles.

The Role

In light of recent changes in management and leadership, NSG is looking to appoint a new Framework Programme Manager to oversee and manage the CA02 Framework and its associated contracts.

This role will be instrumental to the success of the framework, ensuring its delivery whilst focusing on future opportunities. Furthermore, the Framework Programme Manager will lead the NSG delivery team embedded within the Sustainment One Team programme of works, which demands seamless collaboration and effective coordination between NSG and the client.

Main Purpose of Position
• To provide Framework management support to the PTC CA02 Framework, Sustainment OneTeam and wider Defence business unit.
• To oversee and take responsibility for the delivery, and associated financial and commercial success, of the PTC CA02 Framework and associated OneTeam activities.
• To be the primary point of contact between the business and the Client Programme Manager, building a strong relationship and acting as the enabler to ensure NSG tasked resource are meeting all client requirements.
• Responsible for nurturing client relationships at all levels within the framework and technology centre.
• To manage assigned frameworks and act as the focal point on said frameworks with clients, partner companies and Head of Defence to ensure all stakeholders are engaged and managed accordingly.
• To support and develop the Project Management capability within the business and applicable framework, and recruitment support as required.

Specific Areas of Responsibility

Technical Competency
• Strong Leadership and Management capability including the leadership of multi-disciplined teams across multiple business areas.
• Ability to produce and present salient programme information both internally and to the client.
• Able to analyse programme performance to produce management information and updates against the project objectives.
• Ability to provide clear and efficient leadership, direction and support to a diverse team of personnel.
• Ensure personal, professional and technical competency through continued professional development.
• Enhance the potential of others by coaching and mentoring as appropriate.
• Contribute to senior management team business planning, strategy & growth.

Framework Delivery Management
• Ensure resource demands from the Client are understood and met through a responsive and dynamic resource management plan.
• Ensure culture of safety is employed and endorsed within project delivery.
• Act as the point of contact for all Client issues associated with project delivery.
• Ensure sales forecast aligns with Client forward programme and captures opportunities for revenue growth aligned to Client Programme requirements.
• Identify and manage the necessary resource through liaison with the various NSG departments, supporting resource recruitment and ensuring SQEP are available.
• Identify all stakeholders and actively manage to ensure project success.
• Compile and report monthly project status reports and project close out reports for review by the Head of Defence.
• Be proactive in the leading and management of innovation to reduce timescales.
• Lead and manage the safety performance on the project.
• Manage the delivery of the contract against agreed KPI\’s, avoiding financial penalties against.

Programme Delivery

Provide Programme Management support as assigned including the following:
• Manage assigned programmes of work, providing oversight and support to Project Managers in the management of the project team, stakeholders and interfaces to ensure successful project delivery to budget, safety and quality requirements.
• Provide NSG representation on the relevant Programme Boards as required.
• Identify the requirements of the project teams and where appropriate assist in the recruitment of the team.

Framework Management

Fulfil Framework Manager role for assigned Frameworks including the following:
• Liaise with Framework Partners to track framework status and manage opportunities.
• Regularly communicate to NSG Head of Defence with Framework updates including upcoming opportunities and potential support requirements.
• Liaise with stakeholders across different business areas to manage Framework Opportunities across the business.
• Represent NSG at Framework Meetings, Bid / No Bid Reviews and Opportunity Scope-share Meetings, with support from the Head of Defence as necessary.
• Liaise with Head of Defence to provide the necessary resources to represent NSG and provide the required level of expertise in supporting the tender review process.

Commercial Awareness / Client and Business Liaison
• Management of NEC Contracts including Option A, C & E
• Be aware of Company level and Defence specific business plans
• Promote NSG to ensure continuity of business within the context of that plan.
• Contribute to the development of business and success of current projects by the internal referral and communication of appropriate information and intelligence.
• Recognise the potential impact of own actions for the Company, clients and suppliers and act in appreciation of this at all times.
• Work pro-actively to ensure clients and the Head of Defence is kept informed and aware of project status throughout.
• Review and report the financial performance of projects.
• Maintain effective working relationships across all Company, Site and framework functions.
• Ensure understanding / knowledge of terms and conditions for project and bids / tenders.
• Investigate and nurture additional project scope, follow-on works and other projects to maximise potential sales opportunities.
• Manage project change control within contractual period of reply.

Person Specification

Qualifications:

Essential

– Educated to degree level or equivalent in a technical discipline

– Membership of appropriate professional institute

Desirable

– Project Management Qualification (APMP, Prince2, etc.)

– NEBOSH

– CDM Regulations

Experience & Knowledge

Essential

– Contribution to senior management team for business planning, strategy & growth

– Contract negotiation and legal awareness

– Awareness and past experience with NEC Contracting models

– Past experience working within highly regulated sites such as Nuclear Licensed Sites

– Experience of managing delivery on multiple projects

– Direct control of individuals within a project delivery / support function

– Origination and utilisation of management information

– Familiar with radiological protection, its management and operation

– Preparation and presentation of reports, papers etc.

– Familiar with recognised quality system & requirements

Desirable

– 10 years+ senior technical capacity in a highly regulated industry

– 10 years project management experience

– Experience in a project delivery related role ideally associated with decommissioning, waste management and/or environmental remediation
