Role Overview

Nscale is seeking a HSE Site Director (KU) to lead all health, safety, and environmental strategy and execution across the Stargate Norway project. This is a statutory leadership role under Norwegian regulations, with full responsibility for coordinating HSE during the execution phase across all contractors and stakeholders on site. You will provide top-level HSE leadership, governance, and assurance, setting the standard for safety performance on a complex, high-risk, multi-contractor hyperscale construction project.

Key Responsibilities

  • Statutory HSE Leadership (KU Role)
    • Act as the formally appointed KU (Coordinator for Execution Phase) in accordance with Norwegian construction regulations
    • Ensure effective coordination of HSE across all contractors, work packages, and interfaces
    • Define and enforce the project-wide HSE framework, roles, responsibilities, and lines of control
    • Ensure that risks arising from simultaneous activities (SIMOPS) are properly managed and controlled
  • Strategic HSE Direction & Governance
    • Set and lead the overall HSE strategy for the Stargate Norway project
    • Establish and maintain a robust HSE Management System aligned with Norwegian legislation, JV standards, and international best practice
    • Provide independent assurance to Project Directors and JV leadership on HSE performance and risk exposure
    • Lead high-level HSE reviews, reporting, and governance forums
  • Leadership of HSE Function
    • Lead, mentor, and direct a team of HSE Managers and Advisors across the site
    • Ensure clear accountability, consistency, and coverage across all work fronts
    • Build a high-performing HSE team with strong site presence and influence
    • Act as the escalation point for critical risks, incidents, and safety concerns
  • Risk Management & Incident Oversight
    • Own the project-wide risk management framework for HSE
    • Ensure systematic identification, assessment, and mitigation of high-risk activities (e.g. lifting, energisation, working at height, heavy civils)
    • Lead oversight of serious incident investigations, ensuring robust root cause analysis and systemic corrective actions
    • Monitor and act on leading and lagging indicators, driving continuous risk reduction
  • Contractor & Stakeholder Leadership
    • Provide visible leadership across all contractors, setting clear expectations and standards
    • Ensure consistent and rigorous application of HSE requirements across EPCs and subcontractors
    • Engage proactively with Aker, Nscale leadership, regulators, and key stakeholders
    • Lead cross-contractor safety alignment, learning, and performance improvement initiatives
  • Compliance & Regulatory Interface
    • Ensure full compliance with Norwegian HSE legislation (Arbeidstilsynet) and all relevant EU directives
    • Act as the primary interface with regulators and authorities on HSE matters
    • Oversee audits, inspections, and regulatory reporting
    • Ensure all required documentation, plans, and controls are in place and maintained
  • Culture, Behaviour & Continuous Improvement
    • Drive a proactive, prevention-first safety culture across the project
    • Champion behavioural safety, leadership engagement, and workforce participation
    • Lead continuous improvement initiatives based on data, trends, and lessons learned
    • Ensure learnings are captured and embedded for future Nscale developments

Who You Are

  • 12–15+ years’ experience in HSE leadership on major construction or infrastructure projects
  • Proven experience acting in a senior HSE leadership or director-level role on complex, multi-contractor sites
  • Demonstrable experience (or readiness) to act as KU under Norwegian regulations
  • Strong working knowledge of Norwegian HSE legislation and construction safety frameworks
  • Background in hyperscale data centres, energy, oil & gas, or other high-risk environments (highly desirable)
  • Certified to NEBOSH, IOSH, or equivalent, with relevant Norwegian/EU-aligned qualifications
  • Deep expertise in risk management, SIMOPS, incident investigation, and safety systems
  • Strong leadership presence with the ability to challenge, influence, and drive accountability at all levels
  • Fluent in English; Norwegian strongly preferred
