The Construction Health & Safety Manager will be responsible for leading and managing all health, safety, and environmental (HSE) aspects of a live refinery construction project in Liverpool. The role will ensure full compliance with statutory requirements, client standards, and industry best practice, while promoting a strong, proactive safety culture across site.

The postholder will work closely with the client, principal contractor, subcontractors, and site leadership team to ensure safe delivery of works in a high-hazard, heavily regulated environment.

Key Responsibilities
  • Provide day-to-day health and safety support on a refinery construction project
  • Monitor site activities to ensure compliance with UK health & safety legislation, CDM Regulations 2015, and site rules
  • Carry out regular site inspections and safety tours, raising and tracking corrective actions
  • Review and provide input into RAMS, permits to work, and high-risk activity documentation
  • Support safe execution of high-risk works including hot works, lifting operations, confined spaces, and work at height
  • Assist with incident and near-miss investigations and support close-out of actions
  • Deliver site inductions, toolbox talks, and safety briefings as required
  • Liaise with site management, contractors, and client representatives on health & safety matters
  • Promote a positive safety culture through visible presence and practical engagement
Experience & QualificationsEssential
  • Proven experience as a Construction Health & Safety Manager or Senior HSE Advisor on large industrial projects
  • NEBOSH Diploma (or equivalent)
  • Experience working on refinery, petrochemical, COMAH, or heavy industrial construction sites
  • Strong knowledge of UK health and safety legislation and CDM Regulations 2015
  • NEBOSH Construction Certificate (minimum)
  • IOSH membership (TechIOSH or GradIOSH) or working towards
  • Ability to operate confidently in a high-hazard, safety-critical environment
  • Strong communication skills with the confidence to challenge unsafe behaviours
Desirable
  • Experience working within live refinery or brownfield environments
  • Previous contract-based or project-specific H&S role experience
