We are currently seeking a passionate and enthusiastic individual to support our team as a Finance & Monitoring Officer. NPT Skills & Training Unit operate within Neath Port Talbot and across South Wales, delivering work based learning programmes, providing vocational training and learning. We work within schools and specialist units, with post 16 young people and employed apprentices across several sectors.
As a Finance & Monitoring Officer, you will support the Managers and Team Leaders to ensure financial control of projects and programmes that reside under NPT Skills & Training. The post holder will manage day to day finance and budgetary control for funded programmes, developing, implementing and monitoring new internal systems as well as utilising existing systems and platforms already in place for the various funded programmes. This will include establishing, implementing and maintaining systems of budgetary control working within the local authority/Welsh Government/Work Based Learning contractual and audit requirements.
Your daily routine will be to:
- Create (where required), maintain and continually update office budgetary/financial administration and record keeping systems and procedures, to support the work of the service, ensuring compliance with Local Authority procedures.
- Be responsible for the maintenance of the MIS and Financial data collection systems, in line with Funding contractors, Local Authority and Welsh Government procedures.
- Ensure that management information systems are provided with appropriate data within specified time bound targets.
- Be responsible for the financial reconciliation of all Skills & Training contracts, including income, developing and reviewing appropriate MIS, Finance and Administration procedures and documentation in line with contractual requirements.
- Undertake quality assurance checks on documentation and data systems in line with procedures and implement procedures to meet the needs of Skills and Training with particular reference to work based learning and employment opportunities.
- Be responsible for the creation of performance statistics in line with procedures.
- Provide reports/updates for the Project Manager as appropriate.

- Experience in managing financial income and expenditure within business or local government?
- Knowledge of government funding contracts and managing finance and data in relation to these?
- A recognised accountancy qualification or significant experience in this field?
- A recognised Business/Administration/Management qualification or significant experience in this field?
- The ability to manage your area of work, find solutions to problems and work positively within a team to enable change?
Vacancy Specific Information:
There are up to 37 hours available for this vacancy and we are keen to hear from applicants that are interested in full or part time work. Access to own vehicle/transport is desirable as the role may require some attendance across all NPT office sites and occasional meetings. This is a fixed term grant funded position up to 31/03/27 (pending successful acquisition of future contracts).
