Responsibilities:

  • Provide visible and effective strategic and operational leadership in planning, prioritisation and delivery of all routine, cyclic and reactive maintenance activities to keep the trunk road network safe and serviceable.
  • Prepare, implement and continuously develop policies, procedures and operational frameworks governing maintenance and network management in line with the Trunk Road Maintenance Manual, Highways Act 1980, Traffic Management Act 2004, New Roads and Streetworks Act 1991 and Welsh Government requirements.
  • Act as accountable custodian of the motorway and trunk road network, responsible for network condition, performance, compliance and long‑term sustainability through risk‑based asset management.
  • Lead, manage and optimise the programming and delivery of maintenance works across all asset groups including carriageways, drainage, soft estate, safety fencing and traffic signals.
  • Oversee the development and delivery of the Category 2 minor capital programme, ensuring effective prioritisation, governance and delivery within budget.
  • Lead and direct the response to incidents, emergencies and severe weather events, ensuring coordination and minimal disruption.
  • Establish and maintain governance‑compliant systems and processes for routine maintenance, development control and delegated statutory functions.
  • Take ownership of contractor and supply chain performance through monitoring, auditing and continuous improvement.
  • Design and manage performance frameworks, analysing operational and financial data to inform decision‑making and report to management.
  • Lead continuous improvement initiatives, driving innovation, efficiency and best practice.
  • Build and manage strategic stakeholder relationships with Welsh Government, local authorities and contractors.
  • Represent SWTRA at meetings, forums and working groups as key operational and technical lead.
  • Lead, manage and develop teams, promoting performance, accountability and professional development.
  • Ensure effective financial management including budgeting, forecasting and cost control.
  • Ensure compliance with Health & Safety, environmental and quality standards within the Integrated Management System.
  • Contribute to wider organisational strategies relating to sustainability, resilience and customer outcomes.
  • Undertake any other duties commensurate with the role.
