The main purpose of the role is to provide national leadership and coordination for the operational delivery of police vetting across UK forces, assisting in the development of an efficient and effective operational vetting function and supporting national policing through the Annual National Vetting Strategic Threat and Risk Assessment (STRA). The role works in partnership with national police forces, external partner agencies and stakeholders to coordinate the national vetting advisory function, support forces with complex vetting cases, and ensure operational practices comply with Authorised Professional Practice (APP) requirements.

Responsibilities

  • Provide specialist knowledge, advice and guidance in all aspects of National Police Vetting to inform strategic and operational decision making and support forces with complex decision making.
  • Develop an operational performance framework and culture of continuous improvement, using data to inform decision making and resource allocation.
  • Monitor force‑level operational compliance and performance, identifying areas of risk or inconsistency and initiating targeted support or intervention across UK policing, working with the College of Policing.
  • Represent NPCC Vetting at strategic board level within Warwickshire and with partner agencies such as the College of Policing, Home Office and HMICFRS, providing updates on activity, performance and professional advice.
  • Lead on service delivery, performance, business processes, business practice and improvement activities related to National Police Vetting, engaging directly with force vetting leads.
  • Lead the development and use of national vetting performance dashboards and risk indicators, providing operational insight and feedback to inform updates to national vetting policy and guidance.
  • Maintain working knowledge of budgetary management, financial planning, business planning and contract management.
  • Identify opportunities to improve the skills, knowledge and well‑being of staff and teams, ensuring continuous professional development meets changing service requirements.
  • Coordinate the national operational response to critical incidents or systemic failures in vetting and provide proactive support related to HMICFRS inspection activities and policy development.
  • Coordinate the NPCC response to national reports and recommendations.
  • Build and maintain strategic relationships with Chief Officers, Force vetting leads and key national stakeholders to ensure coordinated delivery, shared accountability and effective escalation pathways for national vetting issues.
  • Ensure integrity, fairness and consideration of the needs of others in all daily duties and relationships.
  • Undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

Person Specification

Knowledge

  • Honours Degree in a relevant subject or extensive experience in strategic leadership as a senior manager in a police vetting related service or profession.
  • Extensive knowledge of legislation and codified policy relating to National Police Vetting, including national vetting standards, the Code of Practice, Approved Professional Practice, Police Vetting Regulations and the Rehabilitation of Offenders Act.
  • Proven ability to lead multi‑agency coordination and deliver operational assurance.

Experience

  • Extensive senior‑management experience in a high‑pressure department.
  • Experience researching, validating and corroborating complex information and presenting it in relevant products.
  • Experience managing a process‑driven environment with continuous improvement.
  • Proven experience enabling organisational and cultural change.
  • Successful management of programmes and projects.
  • Experience managing budgets and assessing risk.
  • Experience making decisions around risk using recognised models such as the National Decision Model.
  • Experience dealing with external stakeholders.
