You will play a pivotal role in enhancing the specialist education, short breaks, and care market for children and young people aged 0–25 with Special Educational Needs, Social, Emotional and Mental Health needs (SEMH), and Disabilities. This collaborative position will involve working closely with providers, commissioners, and partners to ensure high-quality local provisions that meet statutory duties and foster positive outcomes for children and young people.

Key Responsibilities
  • Lead Engagement: Foster strong relationships with specialist education and short breaks providers to support market development and collaboration.
  • Market Analysis: Identify gaps, risks, and opportunities for growth within the provider market.
  • Support Development: Assist in the creation and enhancement of new and existing provisions.
  • Market Position Statements: Produce, maintain, and publish comprehensive Market Position Statements.
  • Commissioner Support: Provide market intelligence, advice, and engage with providers to support commissioners.
  • Promote Quality: Advocate for safeguarding, quality assurance, and service user participation across commissioned provisions.
Qualifications
  • A Level 3 qualification in a relevant field or equivalent recent and relevant experience.
  • In-depth knowledge of legislation relating to social care, SEND and education.
  • Experience in quality assurance or contract management methodologies.

  • Utilises performance data and stakeholder feedback to drive service improvements.
