As the Head of Service, Commissioning and Market Development you will lead the strategic commissioning and market shaping of adult care and support. Your leadership will ensure we meet our Care Act 2014 duties and is a fantastic opportunity to make a real difference in the lives of individuals and families across Nottinghamshire.

As Head of Service, you will:

  • understand our population and lead the strategic commissioning function to ensure we support the people of Nottinghamshire brilliantly.
  • collaborate with people, care provider partners, NHS partners, the voluntary sector and district councils to ensure best value and continuous improvement.
  • work across our integrated health and care system co-ordinating teams and resources to achieve sustainability and positive outcomes.
  • drive co-production and ‘people-shaped decisions’ to enhance outcomes and reduce health inequalities.

As the Head of Service - Commissioning Strategy, you will work with people and partners to ensure that care and support enables people to live fulfilling lives and that we meet our statutory responsibilities. In this dynamic role, you will:

  • lead the strategic commissioning and market shaping of adult care support.
  • champion support for unpaid carers across the care and health system.
  • oversee the Brokerage Function, our Technology Enabled Care Strategy, prevention approaches, market intelligence and implement the Council’s Fee Strategy.
  • collaborate with people that draw on care and support.
  • collaborate with provider partners, NHS partners, the voluntary sector and district councils to ensure best value and continuous improvement.
  • manage staff and resources, guiding virtual project teams to achieve our goals.

Both roles will build on recognition from our CQC inspection which highlighted our robust market‑shaping and commissioning, effective provider quality oversight and collaborative work with providers.

To excel in these roles, you should have:

  • A degree-level qualification (or equivalent experience) in Social Work, Health Care, or a relevant area.
  • A strong understanding of adult social care legislation and policy.
  • Proven experience in strategic commissioning, contract management, and quality assurance.
  • Strong understanding of market shaping, innovation and collaboration.
  • Knowledge of risk management, budget management, and project management.
  • Proven experience in demonstrating impact and best value.
