We are looking for a Development Programme Manager to lead and manage the development financial service, ensuring effective planning, funding, reporting, assurance and delivery of NCHA’s development programme across the organisation, subsidiaries and external clients. You will support the Assistant Director of Development and Sales with management information and work closely with Development Delivery, Finance, Treasury, Asset Management and Governance teams.
Key Responsibilities
- Lead the management of Homes England capital funding, including Strategic Partnership and Continuous Market Engagement bids on behalf of NCHA and external clients
- Oversee development programme forecasting, cashflow planning and grant drawdown, ensuring accuracy and compliance
- Provide clear, timely programme data, reporting and assurance to support business planning, treasury and regulatory requirements
- Ensure strong financial governance and audit compliance across the development programme
- Oversee development appraisal models, assumptions and core programme systems, driving continuous improvement and data integrity
- Work collaboratively across Development, Finance, Treasury, Asset Management and Governance teams to maintain programme integrity
- Represent NCHA with funders, regulators, lenders and external partners
- Provide line management and professional leadership to the Development Finance & Programme Management team
Working Hours
Full‑time hours, Monday to Friday. The role follows a partially agile working model with a blend of office and home‑based work; an expectation of 3 days worked from Clifton Place Head Office.
About You
Experience as a development finance professional with a background in large and complex financial and programme datasets within a housing environment is essential. Proven experience working with Homes England, understanding the Capital Funding Guide, audit and compliance requirements is required. Strong skills in business planning, forecasting, cashflow management and financial governance are needed. Highly organised and analytical, with a track record of implementing new processes and continuous improvement. Experience with IMS and line management experience is desirable.
