The Role

As our Development Programme Manager, you will lead and manage the development financial service, ensuring the effective planning, funding, reporting, assurance and delivery of NCHA’s development programme across the organisation, subsidiaries and external clients. You will provide management information to the Assistant Director of Development and Sales, supporting informed decision‑making and ensuring compliance with regulatory, funder and governance requirements. You will work closely with colleagues across the Development Delivery team, Finance, Treasury, Asset Management and Governance, acting as a trusted expert on development finance and programme management. We work collaboratively to ensure developments are financially sustainable, compliant and aligned with NCHA’s strategic objectives. The Development team plays a vital role in delivering new homes and investment that supports people to live better lives.

Key Responsibilities

  • Lead the management of Homes England capital funding, including Strategic Partnership and Continuous Market Engagement bids on behalf of NCHA and external clients.
  • Oversee development programme forecasting, cashflow planning and grant drawdown, ensuring accuracy and compliance.
  • Provide clear, timely programme data, reporting and assurance to support business planning, treasury and regulatory requirements.
  • Ensure strong financial governance and audit compliance across the development programme.
  • Oversee development appraisal models, assumptions and core programme systems, driving continuous improvement and data integrity.
  • Work collaboratively across Development, Finance, Treasury, Asset Management and Governance teams to maintain programme integrity.
  • Represent NCHA with funders, regulators, lenders and external partners.
  • Provide line management and professional leadership to the Development Finance & Programme Management team.

Working Hours

Full‑time hours apply, Monday to Friday. This role follows a partially agile working model, offering a blend of office and home‑based work to support flexibility and work‑life balance, with an expectation that 3 days are worked from our Head Office, Clifton Place.

About you

We would like to hear from you if you are an experienced development finance professional with a strong background in managing large and complex financial and programme datasets within a housing environment. You will have proven experience working with Homes England, including a solid understanding of the Capital Funding Guide and audit and compliance requirements. You must be confident managing capital programmes with multiple workstreams and producing clear, accurate reporting for a range of audiences, including senior leaders, funders and auditors. You will bring strong experience in business planning, forecasting and cashflow management, and understand how development programmes link to wider financial and treasury planning. You should be highly organised, analytical and proactive, with a track record of independently implementing new processes and driving continuous improvement. Experience of working with IMS is desirable, as is line management experience, with the ability to support and develop others within a collaborative team.
