About the role
Reporting to the Chief Technology Officer (CTO), you will provide strategic leadership across technology governance, compliance, cyber and information security, data, and programme delivery. You will play a critical role in ensuring the Council’s technology is secure, compliant, well-governed and aligned to our strategic priorities, while enabling innovation and transformation.
You will:
- Lead and develop a high-performing Technology Governance & Compliance function
- Act as the Council’s subject matter expert on cyber and information security, advising senior and corporate leadership
- Establish and oversee robust governance frameworks (e.g. TDA, CAB, Architecture Boards)
- Lead risk management, business continuity and resilience planning
- Provide oversight and assurance across all IT projects and programmes
- Drive compliance across key standards including ISO27001, PSN, PCI, and Cyber Essentials Plus
- Lead strategic procurement and supplier management activity
- Support the delivery of the Council’s Technology Strategy
About you
We are looking for a strategic and credible leader with a strong track record in complex organisations. You will bring:
- Significant experience in cyber and information security, governance and compliance
- Proven leadership of large-scale transformation and change programmes
- Strong understanding of risk, resilience, and regulatory frameworks
- Experience of working in complex, political environments and influencing at senior level
- Expertise in supplier management, procurement, and enterprise governance
- The ability to balance assurance, control, and innovation
- A passion for public service and delivering outcomes for communities
