An exciting opportunity has arisen for a Senior Engineer within the Traffic & Safety Team at Leicestershire County Council. We are looking for someone to lead and develop engineering staff, whilst providing support to the Team Manager to provide high quality traffic management and road safety initiatives for the benefit of people living, working, and travelling in Leicestershire.
About the Role
This role will involve working alongside colleagues in the Traffic & Safety team, which covers a variety of areas such as Traffic Management, Road Safety, Road Safety Education, Bikeability and School Crossing Patrols. As a Senior Engineer, you will be responsible for overseeing the design, appraisal and delivery of all new traffic-management and road safety schemes across Leicestershire. These projects will involve small-scale highway improvements such as new signing and lining schemes, Traffic Regulation Orders, Traffic Calming, Casualty Reduction schemes, highway public realm improvements, and active travel projects.
The successful candidate will have proven experience of working at a senior level in an engineering setting, with significant knowledge of current legislation, policies, technical guidance and standards - TSRGD, Traffic Signs Manuals, Traffic Management Act, CDM, LTN 1/20 etc. This also includes demonstrable experience of highway project management and working in a commercial environment in relation to civil engineering or maintenance projects and works programmes, ensuring schemes are delivered on‑time to budget, quality, and cost.
The Senior Engineer role involves demonstrating exceptional leadership skills with the ability to lead and supervise a team both in technical aspects and performance management. This includes effective interpersonal skills, to provide strategic and technical road safety advice to colleagues, members, partners, stakeholders, and the residents of Leicestershire. In addition to the above, the successful candidate will be required to write technical and non‑technical reports, prepare and deliver presentations, and attend meetings with internal and external teams, members, and stakeholders.
IT skills with fluid experience in the use of AutoCAD for interpreting maps and approving traffic schemes, along with MasterGOV, and Microsoft packages, are also essential requirements of the role. The role involves working in a fast‑paced working environment with significant responsibilities, diverse priorities, and challenging deadlines. About You
To apply for this post, you must have experience of:
- A degree in an appropriate subject or equivalent qualification (e.g. BTEC Higher in Civil Engineering) plus you should be working towards I.Eng or C.Eng.
- Working at a senior level in an engineering setting.
- Developing and project managing significant civil engineering or maintenance projects or works programmes.
- Extensive and detailed knowledge of highway legislation and policies, public sector procurement and contract documents.
- Demonstrable experience in leading, developing, supervising, and managing members of a team, both in technical aspects and performance management.
- Collaborative working with customers and key stakeholders to deliver outputs and outcomes.
- Excellent communication and presentation skills including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
