Key Responsibilities

  • Lead HR Strategy: Develop and deliver people strategies that align with Council priorities and enable long‑term organisational success.
  • Drive Performance & Workforce Planning: Use data insight and analytics to strengthen workforce planning, performance management, talent development and service redesign.
  • Lead a High‑Performing HR Team: Inspire, coach and support a team of HR professionals to collaborate effectively, drive strategic initiatives and deliver outstanding HR services.
  • Manage Complex Casework: Provide expert guidance on complex employee relations issues while building strong, constructive relationships across the organisation.
  • Champion Change: Act as a trusted strategic partner to senior leaders enabling sustainable change and continuous improvement.
  • Promote Inclusion & Equality: Embed equality, diversity and inclusion into all aspects of our workforce strategy ensuring compliance and advocating best practice.
  • Collaborate with Leadership: Work closely with senior leaders to strengthen leadership capability and ensure HR initiatives support the Council's wider goals.

Who We’re Looking For

An influential, forward‑thinking HR leader with:

  • CIPD qualification and experience in senior strategic HR roles within large or complex organisations.
  • Strong expertise in recruitment, casework, workforce planning, service redesign and talent management.
  • Confidence using data and insight to shape strategy and drive service improvement, exceptional leadership skills and the ability to build trusted relationships at all levels.
  • A real commitment to equality, diversity and inclusion.
  • The ability to navigate change, inspire teams and work in a fast‑paced, collaborative environment.
