Are you an experienced HR leader who can use workforce insight, policy expertise and strong relationships to shape practical people strategies across a complex organisation?

About the Role

As Strategic HR Team Manager, you will lead a high performing team responsible for HR strategy, workforce insight, strategic resourcing and compliance, ensuring the service provides high-quality, responsive and evidence-led support across the organisation.

Working closely with the Head of People Services, Strategic HR/OD Business Partners and senior leaders, you will help translate organisational priorities into practical people strategies and delivery plans. You will use workforce data, professional insight and strong stakeholder relationships to identify opportunities, address challenges and support the Council in recruiting, retaining, developing and supporting its workforce.

You will also play an important role in building effective partnerships across the organisation and beyond, including with departmental management teams, East Midlands Shared Services, trade unions and corporate colleagues. You will lead a range of strategic HR activity, including workforce planning, compliance, policy development, reporting and service improvement, ensuring priorities are delivered in a clear, coordinated and practical way.

As a member of the People Services Leadership Team, you will contribute to the wider leadership and direction of the service, including the development and delivery of service and team plans, helping to ensure it continues to meet organisational needs and deliver high standards.

You will also be required to provide cover, on occasion, for other Strategic People Services Team Managers to ensure that the service is able to continuously respond to key service priorities.

About You

To apply for this post, you must be able to evidence in your application how you meet the following criteria:

  • Relevant degree or professional/management qualification (or equivalent demonstrable experience), together with Chartered CIPD status or equivalent experience.
  • Experience of leading and managing an HR strategy service within a complex organisation, including setting objectives, managing performance and delivering agreed outcomes.
  • Strong operational HR background with extensive knowledge of employment law, best practice and the practical application of HR policy frameworks to support complex people management issues.
  • Experience of developing and implementing a strategic HR policy and of handling conflicting priorities within a diverse and demanding workload.
  • Excellent stakeholder management, influencing and relationship-building skills, including the ability to work collaboratively with senior leaders, partners, customers and trade unions.
  • Knowledge of HR solutions that can address workforce issues in an efficient and cost-effective way and of HR areas that require management through a compliance agenda.
  • An understanding of the current and future operating context for local government, along with knowledge of the principles of project management.
