About the Role
An opportunity has arisen for an Engineer/Site Agent to join our Operational Highways team at Leicestershire County Council. In this role you will be responsible for project managing the delivery, supporting and planning projects, ensuring compliance with specifications and quality management systems. As part of this role your responsibilities will include liaising with Operations and acting as project manager on site of the duration of the scheme build, managing sub-contractors, assisting with the development of scheme designs and carrying out spot checks and quality control checks. The nature of the work may involve you carrying out work outside of normal working hours and at different locations than your designated base.
About You
To apply for this post, you must be able to evidence in your application how you meet the following criteria:
- It is essential that you hold an HNC in Civil Engineering (or equivalent qualification); it would be desirable if you also have IOSH, NEBOSH or an equivalent H&S qualification and a Project Management qualification (e.g. PRINCE2 or equivalent).
- You are experienced in providing professional, commercial advice and support to managers and supervisors as required and developing and presenting project reports to peer groups and financial heads of department.
- You have significant experience of operational project or work programme management and reporting.
- You have comprehensive/significant experience in management of highways related projects, design developments, specification and procurement, and contractual procedures.
- You have excellent communication and presentation skills including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
- You know the current legislation, policies and procedures; Highways Act, NRSWA, Traffic Management Act, Traffic Regulation Act, CDM etc., technical Competencies, principles of good project management; PRINCE2. You have knowledge of the relevant technical guidance and standards; DMRB, 6Cs, Manual for Streets etc. And of commissioning and procurement legislation, processes and documentation.
- You have a methodical approach, with attention to detail, strong organisational, planning and project management skills. You can lead and deliver sustainable, collective high performance through leadership, the setting of clear priorities and a strong approach to performance management.
