About the Role

The role manages the Corporate and Technical Finance Team; that coordinates the production of the Council’s financial statements and Medium Term Financial Strategy, provides a Systems Accountancy and Reporting function, Treasury Management, Banking and a financial advice service including Taxation. A key element of the role is the management of the production of the Council’s financial statements ensuring compliance with accounting standards and legislation and all key deadlines are met.

Main duties and responsibilities include:

  • Co-ordinating the production of the Council’s Financial Statements; including information for reports, publications, statistical returns and benchmarking and leading on the provision of information to the external auditor.
  • Co-ordinating the production of the Medium Term Financial Strategy.
  • Co-ordinating the corporate monitoring of the Revenue Budget and Capital Programme including leading on capital financing and accounting.
  • Assisting the Head of Finance in interpreting and providing advice on the financial implications of government policy and legislation and the provision of financial information or advice to Members, Chief Officers in the strategic planning process.
  • Managing the development and maintenance of accounting systems ensuring the accuracy and integrity of the general ledger system including the chart of accounts, the reconciliation of the Council’s main bank accounts and system control accounts.
  • Develop and support continuous financial improvement initiatives including the promotion of standardised and consistent compliant financial processes across the Council.
  • Manage the corporate banking, treasury management and taxation requirements of the Council including contract management with providers and specialist advisors.
  • Develop effective working relationships internally and with external partners / bodies representing the Council’s interests at meetings.
  • Provide strategic advice and financial information ensuring a consistent approach to delivering Council priorities.

The nature of the work may involve the jobholder carrying out work outside of normal working hours.

About You

  • CCAB or equivalent qualification and membership of the relevant body.
  • Demonstrate that you have considerable post qualification experience working in local government financial management and understanding of Local Authority financial accounting.
  • A proven track record in managing and delivering effective finance services especially corporate financial services which meet organisational strategic outcomes and performance management targets including leading, developing and motivating a team of financial accountants.
  • Experience of innovative thinking at a senior level in a complex multidisciplinary organisation and providing advice accordingly including developing effective working relationships with finance professionals and non-financial professionals to ensure business and financial objectives are met.
  • Experience and knowledge of how financial systems can support efficient service delivery and continuous improvement.
  • Demonstrates an appropriate level of influence and persuasion and is able to argue own case and can communicate technical financial information to non-finance specialists in an easily understandable way both in written form and face to face.
  • Works co-operatively across team service organisational and partnership boundaries to improve performance and a customer-focused approach with a focus on effectiveness and efficiency of service delivery.
