About the Role
The Contracts & Quality Officer role within the Department of Public Health plays a crucial role in ensuring that commissioned services adhere to contractual terms and conditions. The primary responsibilities include:
- Managing contracts funded by the Crisis and Resilience Fund to deliver specified services in line with Local Authority Contract Procedure Rules.
- Supporting the effective performance management of contracts.
- Leading negotiations and ensuring contract compliance.
- Using performance management processes.
- Leading on quality assessments for commissioned services.
- Implementing a robust quality assessment framework and conducting regular reviews.
- Analysing performance data to identify areas for improvement.
- Collaborating with service providers to address issues related to poor performance.
- Providing professional guidance to the Public Health team.
By maintaining high standards of quality and compliance, the Contracts & Quality Officer plays a vital role in enhancing the effectiveness and efficiency of public health services. Additional duties include:
- Providing contractual advice in the development of commissioning plans.
- Developing approaches to better support public health contracts.
- Managing high risk, high-value contracts within the portfolio.
The position requires strong organisational skills to manage multiple tasks and priorities effectively, ensuring that all responsibilities are completed to a high standard. This includes meeting deadlines, coordinating with various stakeholders, and ensuring that all tasks are completed to a high standard. The role may also involve work outside of normal working hours, requiring flexibility and adaptability.
About You
To apply for this post, you must:
- Have a professional qualification at degree level in a relevant subject or demonstrable experience.
- Experience in project management, working across organisations, commissioning new resources, quality improvement, and report writing.
- Excellent oral and written communication skills, effective interpersonal and influencing skills, and confidence in presenting and taking accurate meeting notes.
- Ability to manage contracts to deliver specified services in line with Local Authority Contract Procedure Rules.
- Expertise in leading negotiation, procurement, contract compliance, and performance management processes for public health services and providers.
- Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex issues.
- Strong organisational skills, with the ability to manage multiple tasks and priorities effectively.
