We are seeking a forward-thinking and collaborative digital business partner to join our digital business team.

This pivotal role will help shape and drive our digital transformation agenda, ensuring that technology and innovation are central to how we deliver services to both internal and external customers.

As a digital business partner, you will act as a liaison and key engagement point between the customer, IT and digital service (CID), and the communities and housing directorate.

You will also work closely with the building services directorate of the council's wholly owned contractor - Norwich City Services Limited (NCSL).

You will

  • provide expertise in identifying and delivering solutions that contribute to the customer and digital strategy and the community-led corporate plan, ensuring the Council’s vision is realised.
  • support the transformation of council services through digital change— preparing for Local Government Reform (LGR), delivering improved services for our customers and providing better support for council staff.
  • work closely with stakeholders to understand their needs, identify opportunities for digital improvement, and support the delivery of innovative, user-centred solutions.

• The ideal candidate will

  • Build and maintain positive, proactive relationships with senior stakeholders, including directors and executive directors, and be confident in influencing decisions at this level.
  • Engage constructively in communication across the organisation, fostering a collaborative and inclusive working environment.
  • Question and constructively challenge conventional thinking and existing practices to help deliver the objectives of the Council’s community-led Corporate Plan and Customer and Digital Strategy.
  • Absorb complex technical information and communicate it effectively to both technical and non-technical audiences at all levels.
  • Be skilled in process mapping and user journey analysis, with a proven ability to collaborate with service areas to identify improvements and co-develop streamlined workflows.
  • Demonstrate adaptability and agility in thinking, with the ability to adjust and reprioritise actions and working styles to meet the Council’s evolving needs.
  • Embrace change and support others through it, engaging across the organisation, including attending manager and team meetings.
  • Be a proactive, innovative thinker who continually seeks opportunities for improvement, including the adoption of new technologies and the full utilisation of existing systems.
  • Actively pursue learning and development opportunities to stay ahead of the changing demands of the role and emerging technologies, with an understanding of their potential impact on the Council and its customers.
  • Manage multiple priorities and meet tight deadlines without compromising the quality of outcomes.
