Overview

We have an exciting opportunity to work as a Housing officer within the Estates team. Within the framework of the neighbourhood model, council policy and appropriate legislation, this role provides council tenants with information, advice and guidance to support and enable them to sustain their tenancies and contribute to a safe neighbourhood. It involves supporting and enabling tenants to exercise their rights and fulfil their responsibilities as council tenants, particularly in relation to the care and use of open spaces, communal areas and shared amenities.

Responsibilities

  • Provide and deliver a programme of work to ensure that housing open spaces, communal areas and amenities are safe, clean and available for the enjoyment of all council tenants and leaseholders.
  • With the support of the team leader, manage an estates caseload, assess risks, and use discretion and guidance to develop interventions in partnership with tenants.
  • Work creatively and collaboratively with other council colleagues, community networks and tenants to secure additional resources to develop, enable and deliver estate improvements, including those carried out by tenants/residents.
  • Carry out visits as required to support and help sustain clean and safe open spaces, communal areas, amenities and services, including:
    • Estate audit with tenants reps
    • Contract checks with internal colleagues and contractors
    • Health and safety checks
    • Communal area visits and health checks
    • Other visits supporting the good management and maintenance of properties and estates
    • Identify and report health and safety, safeguarding or other issues of concern

Skills Required

  • Experience of working in a housing focused service or a similar/associated role.
  • Good knowledge of social housing and the role of the council as landlord.
  • Knowledge and understanding of rights and responsibilities of introductory and secure tenants.
  • Awareness of principles of contract and project management.
  • Understanding of an outcomes and solutions approach to work.
  • Good IT skills and ability to develop competence in new software for housing stock and tenancies.
  • Ability to deliver excellent customer service and work positively with resident groups.
  • Ability to prioritise work, manage time effectively and meet performance targets.
  • Strong communication skills, empathy with residents/groups and ability to convey complex issues clearly.
  • Ability to work within policies and procedures with professional judgement and attention to detail.
  • Experience contributing to team working, problem solving and decision making.

Educational Requirements

  • A good general level of education at GCSE A/AS level or higher or equivalent.
  • Evidence of continued professional development.
