About the Role

Help us shape how new developments connect to our water network, translating regulation into practical policy, sponsoring change projects, and working across the business and the wider sector to keep us ahead of what's next.

Responsibilities

  • Ensure all new development activity relating to water services fully complies with regulatory obligations and business requirements.
  • Translate complex regulatory requirements into clear, practical policies and embed them in operational processes across the business.
  • Build strong, trusted relationships with colleagues across multiple directorates to support informed decision‑making.
  • Represent the organisation externally, lead participation in sector and industry working groups and act as a key contact for regulatory data requests and consultations.
  • Maintain a robust quality and governance framework covering design standards, charging arrangements, agreements and customer documentation.
  • Sponsor and oversee regulatory‑driven change projects, including the development and annual publication of Charging Arrangements.
  • Ensure pricing is cost‑reflective with appropriate cost recovery for new connections activity; develop and maintain performance and KPI frameworks, ensuring compliance with measures such as D‑MeX and other regulatory reporting requirements.

Qualifications

  • Strong understanding of regulatory frameworks within customer‑focused or regulated service environments, ideally within the water industry or a similar sector.
  • Experience developing written policies from operational practices and knowledge of competition law and cost recovery or pricing mechanisms within regulated markets.
  • Comfortable managing and interpreting large volumes of regulatory data, compiling high‑quality responses to regulatory bodies, and sponsoring projects to successful delivery within agreed timescales.
  • Able to communicate clearly, influence and collaborate with senior stakeholders internally and externally.
  • Commercially astute, balanced and pragmatic; manages risk while identifying improvement opportunities.
  • Demonstrated collaborative leadership, listening, building relationships and motivation to drive compliance, service quality and continuous improvement.
