Essential Criteria

  • 5 - 8 years' experience in programme management or PMO leadership within large, complex capital programmes, with strong commercial judgement.
  • Proven experience leading or operating within a PMO function supporting complex digital, data, or technology enabled programmes in a regulated or operationally critical environment.
  • Demonstrated ability to design, implement, and mature PMO services, standards, and governance frameworks at portfolio or enterprise level.
  • Proven capability in financial and commercial governance, including IT Opex and Capex control, budget management, forecasting, and benefits tracking.
  • Experience managing or overseeing third party suppliers and contracts, ensuring performance, value, and control of commercial risks.
  • Demonstrated strong understanding of resource planning and utilisation across multi project or programme environments.

Desirable Criteria

  • Experience of Azure environments, Power BI and Microsoft Tech Stack.
  • Strong grounding in project governance and delivery methods (Agile, Hybrid, Waterfall).
  • Experience managing large programme and portfolio budgets.
  • Experience in the utilities or energy sectors, or strong transferable experience bringing diverse perspectives.
  • Industry recognised qualifications would be beneficial.
