Purpose of the Job: To be responsible for all the processes associated with the implementation, delivery and decision making tasks of the Northamptonshire Police Vehicle Recovery Scheme, Alarms Management, Boarding Up and Key Contacts, ensuring that income generation is achieved in line with Force targets set, and an effective and efficient service is provided and maintained for the Force.
Main Responsibilities:
- To implement all the processes of the Operational Support Services, in accordance with the NPCC guidelines and Force policies, in relation to all four schemes that the department is managing, and be a focal point for the Force and outside agencies to those processes, giving advice to officers and staff on the legal issues and their applications.
- To manage the daily transactions of the schemes, and apply the appropriate legislation to all the processes, ensuring that a professional, efficient and effective service is delivered through the use of IT programmes specific to the tasks required.
- To engage in performance monitoring of the four systems, and benchmarking the processes against other Forces, to ensure that best practice is established and maintained, and where appropriate cost-effective improvements are introduced into the Force systems.
- To provide data support and statistics required by the Force and other agencies involved with the schemes, in line with the current Data Protection Legislation, ensuring that accuracy of the processes is maintained.
- To manage the contractors' delivery of the schemes requirements, and ensure they comply with all service level agreements and the terms of their contracts when carrying out activities in relation to Police requests to deliver a service on any of the schemes.
- To undertake training to members of the Force and outside organisations, and deliver presentations when requested, on any of the schemes managed by the department.
- To monitor all the electronic records, and to conduct regular audits of the systems, to ensure that they are completed and closed, and that all financial transactions are managed in accordance with the Northamptonshire Police accounting procedures in a timely manner.
- To manage complaints in line with Northamptonshire Police policy, and investigate them to a satisfactory conclusion, and to answer all correspondence in a timely manner.
- To be multi-skilled in the delivery of all four processes, to maintain a high level of resilience in delivery to the Force, in Vehicle Recovery, Alarms, Boarding Up and Key Contact.
- To ensure that the income generation to the Force is maintained through the delivery of these processes, in line with the Force annual targets, and that all invoices are managed and authorised in accordance with the Forces internal accounting system.
- To attend Regional and National meetings, as required, to ensure that the Force has active participation in relation to the roles defined, and establish a network of contacts, to ensure that progress and development are continually maintained.
