We are seeking an experienced and passionate Rough Sleeping Services Team Leader to join our Single Homelessness Service. This is a key leadership role responsible for delivering North Northamptonshire Council’s vision of making rough sleeping rare, brief, and non-recurring.

You will lead the operational delivery of a high-performing, intelligence-led rough sleeping service, including street outreach, partnership coordination, and the development of effective, multi-agency interventions. Working closely with internal teams and external partners, you will ensure a holistic approach to supporting some of the most vulnerable members of our community. This role offers a unique opportunity to shape services, influence strategy, and make a genuine impact on preventing and reducing rough sleeping across the area.

What will you be doing?

  • Leading and managing the delivery of rough sleeping and street outreach services, ensuring they are responsive, effective, and customer-focused
  • Overseeing an assertive, intelligence-led outreach function to identify and support individuals sleeping rough
  • Working in partnership with statutory, voluntary, and health organisations to provide coordinated, multi-disciplinary support
  • Acting as the main point of contact for rough sleeping across the Council and advising on emerging issues and solutions
  • Managing, motivating, and developing staff, including line management of the Senior Street Outreach Worker
  • Monitoring performance, analysing data, and reporting on service outcomes and key performance indicators
  • Supporting the development and delivery of strategies, policies, funding bids, and service improvements
  • Leading key initiatives such as the annual rough sleeper count and Severe Weather Emergency Protocol (SWEP) response
  • Ensuring compliance with legislation, safeguarding responsibilities, and council policies

About you

We are looking for a confident and driven leader with a strong background in homelessness, housing, or related services. You will bring:

  • Significant experience at team leader level (or similar) within a housing, local authority, or voluntary sector setting
  • Proven experience working with rough sleepers, street outreach, or vulnerable adults
  • Strong knowledge of homelessness legislation (including the Housing Act 1996) and safeguarding responsibilities
  • Excellent leadership skills with the ability to motivate and develop a high-performing team
  • Experience of partnership working across multiple agencies and sectors
  • Strong analytical, decision-making, and problem-solving abilities
  • Excellent communication skills and the ability to manage complex and sensitive situations
  • The ability to work under pressure, manage competing priorities, and deliver results

Additional requirements:

  • Relevant qualification (or equivalent experience)
  • Full driving licence and access to a vehicle
  • Willingness to participate in out-of-hours and on-call rota
  • This role is subject to a DBS check
