About the role
- Manage end-to-end financial operations, governance, and statutory compliance.
- Produce monthly management accounts, Board reports, and financial analysis.
- Monitor project cash flows, budgets, forecast profitability, and funding requirements.
- Lead year-end processes, audits, and preparation of statutory accounts.
- Oversee income, expenditure, and cash flow across multiple sites.
- Work with the commercial manager to ensure accurate cost capture for development projects.
- Manage tax compliance including VAT, corporation tax, and CIS.
- Lead and develop the finance team and deliver financial training.
- Work closely with other departments of the company including development, construction, commercial and wider Council teams and other Brierley Group companies.
- Support strategic projects, improve financial systems, and drive process efficiency.
The role is based at County Hall, but the service is delivered through hybrid working (including working from any of the Council's offices or at home) to meet the needs of our customers and teams. It is envisaged that there will be a requirement for this role to be on site 3 days per week working with the wider company team.
About the team
As a shortlisted finalist in the national Public Finance Innovation Awards (including Finance Team of the Year), the finance team provides a centre of expertise in commercial work and financial modelling. We contribute to the council's commercial agenda by supporting services to be commercially aware and identifying opportunities for us to generate additional income streams.
One of the greatest challenges we have is to deliver a balanced budget that protects frontline services, whilst making sure that we are in good shape to deal with present and future priorities. We have simplified and standardised many of our processes and ways of working across the council and shared these with our partners. We know we need to make even more changes.
Our approach to this is to keep our customers at the heart of all our services and to make it possible for them to make choices and to self-serve in accessing many of our services.
This role works hand in hand with Brierley Homes. The company was established in 2017 by North Yorkshire Council and is used to support front-line Council services across North Yorkshire. Since the first highly sought-after scheme in Thorpe Willoughby, the company has developed, offering a range of high-quality homes across North Yorkshire. A key part of the role will be to work with the commercial and construction functions to continue to develop existing reporting and ensure a strong understanding of the financial environment in which Brierley Homes is operating.
What you can bring
- You’ll demonstrate a thorough knowledge of the financial drivers and future financial issues for a company operating in both the commercial and affordable housing sector, both locally and nationally.
- You’ll also:
- Be commercially minded with strong attention to detail
- Be a confident communicator able to work with non-finance stakeholders
- Have proven experience as a Financial Controller or Senior Finance Manager in a commercial organisation
- Show a solid understanding of UK development accounting, SPVs, and project-based finance
- Contribute to the development of standards across the whole Finance Team.
- Have advanced Excel skills and experience with accounting systems
Professional Qualifications
CCAB or CIMA qualification or one from an equivalent recognised accounting body with significant continuing professional development since attaining membership.
