About the role

As a Senior Commissioning and Service Development Officer, you will co‑design, commission and improve services in our Community and Asset‑based Support portfolio, including Community Based Support (day services), Shared Lives, Transport and Personalisation (ISFs and micro‑commissioning). You will thrive if you’re collaborative, outcomes‑focused and committed to co‑production.

What you’ll be responsible for:

  • Strategic commissioning and market shaping: Lead commissioning, service development and procurement across the portfolio. Shape the Market Position Statement and work with providers to develop a sustainable, diverse market. Build business cases and develop outcome‑based specifications, quality frameworks and procurement documentation.
  • Co‑production and community engagement: Champion co‑production with people with lived experience, carers, communities, providers and partners. Run forums and engagement to co‑design services rooted in strengths and local assets.
  • Insight‑driven improvement: Use data and intelligence to drive quality, performance and improvement. Monitor and evaluate commissioned services, identifying risks early and putting mitigations in place.
  • Leadership and partnership working: Build strong relationships across ASC, NHS, housing, VCSE and internal teams. Represent the Council, influence decisions and negotiate system‑wide solutions. Prepare clear reports and briefings for senior leaders, members and partners.
  • Operational excellence: Manage commissioning projects and budgets, delivering value for money. Ensure compliant delivery (safeguarding, information governance, regulation and procurement).

About you

You will bring:

  • Commissioning/service development experience in Adult Social Care, health or housing.
  • Strong co‑production, partnership and community engagement skills; values‑led and inclusive.
  • Confident using data and evidence to make decisions and improve services.
  • Knowledge of ASC legislation/policy, the commissioning cycle and public procurement (or willingness to learn).
  • Excellent communication, influencing and problem‑solving skills.
  • Ability to work flexibly, travel across the county and attend meetings outside normal business hours.

A commissioning or project management qualification is desirable, but equivalent experience and a commitment to development are welcome.
