As a Commissioning and Service Development Manager, you will play a pivotal role in co-designing, commissioning, leading and improving a diverse portfolio of healthcare and community support services across North Yorkshire. You will champion community strength, strategic development and co-production, with a particular focus on maximising community and asset-based support.
We have two vacancies with portfolios covering:
- Community and Asset Based Support
- Community Based Support - day services
- Shared Lives
- Advocacy
- Personalisation, including Individual Service Funds and micro-commissioning
- Strategy development and service transformation
- Dementia strategy, implementation, and support services
- Learning disabilities, strategy, and development
- Autism Strategy, implementation, and development of community of interest group
- Carers Strategy, commissioning carers breaks and support services
- VCSE commissioning strategy and approach for future
You will champion meaningful engagement with people with lived experience, carers, community groups, providers and partners. Their voices will help you create responsive, high-quality services tailored to local strengths and community assets.
You will turn complex data into actionable insights, driving performance, quality, transformation and innovation. Using robust monitoring frameworks, evidence and research to ensure services are safe, effective, and continuously improving.
You will build strong relationships across the care market, NHS, housing partners, VCSE organisations and internal teams representing the Council at senior levels and spearheading collaborative solutions.
You will directly influence multi-million-pound budgets, lead a motivated team, ensure regulatory and policy compliance, champion safeguarding, and embed efficient systems and processes that support strong market oversight.
Key requirements include:
- Experienced in commissioning, service development or transformation within Adult Social Care or Health
- Skilled in co-production, partnership working and community engagement
- Confident using data, insight and evidence to drive decisions
- A strong leader supportive, motivating, and collaborative
- A strategic thinker with excellent communication, influencing and problem-solving skills
- Passionate about equality, diversity, human rights and strengths-based practice
- Able to manage budgets, mitigate risk, and deliver high-impact programmes
- Flexible, proactive and able to travel across the county
