We are proud to manage all the aspects of the highway network that we look after in the east of North Yorkshire, including Whitby, Scarborough, Filey and the many pretty villages such as Goathland and Grosmont. Working in areas including parts of the Yorkshire Wolds and the North York Moors National Park and the East Coast, but with good road and rail links to York and beyond.
This is a fantastic opportunity for someone who wants to further develop their career and management skills within the Highways Service and the Council, showcase their potential and grow and develop themselves. We work hybridly, with a mixture of working from home and from our offices in Whitby and Scarborough. Our Whitby office has a sea view overlooking Whitby Abbey. Our Scarborough office is conveniently located to the south of Scarborough just off the A64. Both offer free on-site parking and a car allowance is payable.
The Team: You will lead a 7-strong team of 6 Project Engineers and a Senior Project Engineer. You’ll also be working alongside a team of 6 Highway Officers, an Assistant Highway Officer and another Senior Project Engineer who reports to the Maintenance Manager, our Highways Customer Communications Officer, and our three Business Support colleagues.
The Role: The main focus of the role will be to manage the delivery of Capital Maintenance & Improvement Schemes across the area, for which you will have proven skills in project management of the delivery of highway related schemes under NEC 4 contracts with a strong emphasis on budget management. The role includes liaising and collaborating with our contractors and other delivery partners to develop positive relationships and improve delivery performance across our Highways North Yorkshire partnership. This includes fostering good relationships with Elected Members and the wider community of stakeholders that we engage with. You will also assist being part of the team delivering our highway winter service in your capacity as a duty manager on a standby rota basis, working one week in three. You will also assist with other emergencies; as such the role will include some occasional out of hours working.
What You Will Bring: To be successful you must:
- Have achieved an HNC/HND in an appropriate technical discipline or similar appropriate qualifications
- Have the ability to deputise for the Area Manager
- Have significant relevant Highways Experience
- Be experienced in scheme identification, justification, design and supervision
- Exhibit good budgetary control
- Have experience in NEC 4 Project Management
- Be able to relate to general public
- Be customer focussed
- Be politically aware
In the ideal candidate, we are looking for an individual who has:
- Experience with capital management
- Proven record of building relationships with stakeholders
- Line management experience, specifically working with a diverse and close team where the focus is achieving goals collaboratively.
Successful candidates will be required to carry out NEC 4 Project Management Accreditation upon appointment if the qualification has not already been achieved.
