We are seeking a Market and Partnerships Manager to play a pivotal strategic role within our Adult Social Care directorate. This is an exciting opportunity to lead partnership arrangements, help shape the care market, and drive transformation as part of an ambitious and values-driven leadership team. The post provides strategic oversight of the Better Care Fund (BCF) (circa £40m), Discharge Support Fund, and Disabled Facilities Grant, ensuring North Tyneside continues to deliver high-quality, integrated services that make a real difference to residents’ lives.

You will lead the development of key market-shaping intelligence, strategies, and plans; oversee adult social care finance functions; and drive continuous improvement. In this influential leadership role, you will:

  • Lead preparation, planning, reporting and assurance for the Better Care Fund, working with NHS and local partners through the BCF Partnership Board.
  • Identify, develop and drive forward opportunities for integration, innovation, and improved system-wide outcomes across health and social care.
  • Provide leadership and oversight of Adult Social Care’s finance functions, including financial assessments, payments, income collection, direct payments, and appointeeship/deputyship arrangements.
  • Shape and sustain the adult social care market through robust needs assessments, market position statements, commissioning plans, and market sustainability approaches.
  • Lead on workforce strategy for external providers, including oversight of the North Tyneside Care Academy.
  • Develop evidence-based market intelligence and ensure high-quality data and analysis informs decision-making.
  • Provide visible, supportive leadership to Team Managers and their teams, embedding a strengths-based, person-centred and collaborative culture.
  • Work confidently within a political environment, supporting Elected Members and representing Adult Social Care across key partnership forums.

This is a senior, high-impact role where your leadership will directly influence outcomes for adults and families across the borough.

Qualifications

A postgraduate qualification, or degree level education with significant senior leadership experience in health or social care, is required.

Experience

Significant experience working within adult social care or health, including finance, or commissioning / market oversight and / or service change and improvement. Strong understanding of the Care Act 2014, statutory responsibilities, national policy and the adult social care reform landscape. Experience of managing complex budgets and financial processes, ideally in a social care setting. A proven track record of successful partnership working with the NHS, voluntary sector and provider organisations. The ability to lead and inspire teams, drive improvement and deliver change in a complex environment. Excellent communication, influencing and relationship-building skills. The confidence and credibility to engage with senior leaders, stakeholders, and Elected Members.
