The Estates Manager (Contracts) positively contributes to the delivery of an outstanding Estates service by taking the lead on delivery of contracted minor works, capital and other projects so they best contribute to delivery of strategic and operational objectives. You will develop and implement effective contracted maintenance programmes, ensuring that all works are carried out to the highest professional standards, and provide consistently safe, quality, timely, cost effective and customer focussed outcomes.

Main duties of the job:
- Take the lead on planning the delivery of contracted maintenance works across all Estates requirements.
- With the Estates Manager (EMT) plan and co‑ordinate all maintenance works in a‑up plan including EMT and contractor delivery, to make best use of, meet targets and deliver to the highest possible standard.
- Put plans in place to address backlog maintenance and, within available resources, ensure the Estate supports delivery of safe and outstanding patient care.
- Take the lead on developing positive and proactive short, medium and long‑term delivery plans for managing the operation and maintenance of the estate, including Planned Preventative Maintenance (PPM).
- As lead manager, ensure contractors meet legal, statutory and health and safety requirements relating to checking and maintenance of fire, manage the Project Manager and Business Support Team, act as a role model for team members; engage positively with them and ensure they are supported and encouraged to perform to consistently high standards, deploying appropriate leadership and coaching techniques.

Job responsibilities:
- Take the lead on operational management of all contracted minor works which may include gas, fire, buildings, and electrical, ensuring all activities are delivered in accordance with Trust policies, best practice and statutory requirements.
- Manage procurement exercises in accordance with established procedures.
- Put in place contract specifications and documentation.
- Monitor delivery against specification and address any issues at the earliest opportunity.
- Review contract arrangements, identify and secure improved value for money, including with energy contracts working with the Environmental Sustainability Officer.
- Consult with clinical teams to ensure that delivery by contractors is undertaken safely and in ways that does not impede or disrupt care and treatment.
- Within its own area of responsibility, ensure specialist services and equipment used to deliver patient care are maintained, tested and commissioned in accordance with statutory standards, and where necessary, instruct the relevant authorised personnel.
- Ensure all mechanical requirements are delivered to high quality and compliance standards including decontamination; heating; ventilation; hot and cold water; lifts and hoists; fuel storage and distribution; generators.
- Work with the Head of Estates, Compliance Officer, Fire Safety and Security Officer and other team members to ensure effective delivery on all statutory, mandatory and legal compliance matters.
- Prepare estimates, designs and specifications for maintenance or plant replacement schemes and undertake associated Clerk of Work duties.
- Ensure all electrical requirements are met to high quality and compliance standards including electrical systems, security and detections systems and fixed engineering plant.
- Ensure all building requirements are met to high quality and compliance standards including structure, roofing, drainage, fenestration, security and grounds.
Person Specification:
- Degree/HNC/HND level qualification in related discipline (Estates, Building or Engineering or equivalent)
- City & Guilds (or equivalent) certification in Electrical or Mechanical
- Commitment to undertake further training and qualifications aligned to the job role
- Managing Estates capital and other engineering projects
- Writing risk assessments, implementing safe working practices, etc
- IOSH/NEBOSH health and safety certificate
- Project management certification
- Authorised person for one or more of asbestos/electrical/lifts/ventilation/gas
- Understanding of risk management
- Knowledge of passenger lifts
