This is an exciting opportunity for an experienced and motivated leader to join North & South Gloucestershire Primary Care Network (PCN) as our Business Manager. Working closely with the Clinical Director, GP Partners and Practice Managers, you will provide strategic and operational leadership across a network of five independent GP practices serving approximately 60,000 patients. You will play a pivotal role in shaping the future direction of the PCN, ensuring it remains financially sustainable, well governed and responsive to the changing needs of our local population.
As the senior non-clinical leader within the Network, you will be responsible for developing collaborative working across member practices while respecting their independence. You will provide leadership across governance, workforce, finance, organisational development, business planning and service transformation, ensuring the PCN is well positioned to respond to local and national NHS priorities.
We are looking for an individual who combines strategic thinking with excellent relationship-building skills and a passion for collaborative working. The position is for 30 hours per week working across all six practice buildings and our PCN office located in Gloucester.
Main duties of the job
- The Business Manager will work in partnership with the Clinical Director, GP Partners, Practice Managers and the PCN Board to provide strategic leadership and effective operational management across the Network.
- You will lead the development and delivery of the PCN's strategic vision, business plans and organisational objectives while ensuring effective governance, financial sustainability and regulatory compliance.
- Working closely with the Finance Officer, you will oversee financial planning, monitor budgets, develop business cases and maximise funding opportunities to support service development.
- You will lead workforce planning, recruitment, organisational development and staff engagement, whilst supporting Practice Managers to develop collaborative approaches that improve resilience and patient care.
- The role will oversee performance monitoring, risk management, quality improvement and delivery of Network Contract DES requirements and locally commissioned services.
- A key aspect of the role is building trusted relationships across member practices and with external partners, including the Integrated Care Board, community providers, local authorities and voluntary sector organisations.
- You will use data, insight and innovation to support service transformation, improve outcomes and help ensure the PCN continues to deliver high-quality, patient-centred neighbourhood healthcare.

Job responsibilities
- The Primary Care Network (PCN) Business Manager is the senior operational and strategic manager for North & South Gloucester Primary Care Network (NSG PCN). Working alongside the Clinical Director, GP Partners, Practice Managers and the PCN Board, the post holder will provide strategic leadership, organisational development and operational management across a network of five independent GP practices serving approximately 60,000 patients.
- The Business Manager will play a central role in developing the PCN as a sustainable, high-performing neighbourhood organisation, ensuring the Network is well positioned to respond to changing NHS priorities, Integrated Care System (ICS) developments and the evolving healthcare needs of the local population.
- The post holder will provide leadership across governance, finance, workforce, business planning, organisational development, performance, quality improvement and partnership working. They will support member practices to collaborate effectively while recognising and respecting the independence of each GP partnership.
- The role requires an experienced leader with excellent strategic, financial and relationship management skills, capable of influencing across organisational boundaries and creating an environment that supports innovation, collaboration and continuous improvement.
Strategic Leadership
- Provide strategic leadership for the Primary Care Network, ensuring delivery of the Network's vision, objectives and long-term ambitions.
- Lead the development and implementation of a rolling three to five-year strategic plan, ensuring alignment with local, regional and national NHS priorities.
- Provide professional advice to the Clinical Director and PCN Board on NHS policy, contractual changes, commissioning developments and emerging opportunities.
- Support the Board in making evidence-based decisions that balance patient need, financial sustainability and organisational priorities.
- Promote a culture of innovation, quality improvement and organisational learning throughout the Network.
- Identify opportunities for service redesign, collaborative working and transformation that improve patient outcomes and maximise available resources.
Partnership and Neighbourhood Working
- Develop and maintain strong working relationships with GP Partners, Practice Managers, clinicians and wider multidisciplinary teams.
- Support practices to work collaboratively where this improves patient care, workforce resilience, service quality or financial sustainability.
- Represent the PCN within neighbourhood, Place and Integrated Care System meetings and forums.
- Develop effective relationships with Gloucestershire Integrated Care Board, NHS providers, local authorities, community services, voluntary organisations and other stakeholders.
- Promote integrated neighbourhood working that improves access, reduces health inequalities and supports population health management.
- Facilitate collaborative decision-making across member practices while recognising individual organisational priorities.
- Support the development of shared services and collaborative initiatives where appropriate.
Operational Leadership
- Provide overall operational leadership for the PCN Management Team.
- Ensure the effective delivery of commissioned services, including the Network Contract Directed Enhanced Service (DES), Additional Roles Reimbursement Scheme (ARRS), Enhanced Access and locally commissioned services.
- Develop operational plans that support strategic objectives and commissioned requirements.
- Ensure appropriate systems, processes and governance arrangements are in place to support safe, effective and efficient service delivery.
- Monitor delivery against agreed objectives, identifying risks, issues and opportunities for improvement.
- Lead organisational change programmes and service transformation initiatives.
- Support business continuity planning and organisational resilience.
- Work closely with the Finance Officer to provide robust financial leadership across the Network.
- Support the preparation, monitoring and management of annual budgets and medium-term financial plans.
- Provide financial analysis and advice to the Clinical Director and PCN Board.
- Ensure financial decisions support both the sustainability of member practices and the strategic ambitions of the Network.
- Lead the development of business cases, investment proposals and financial appraisals.
- Identify opportunities to maximise available funding and secure additional income through national and local initiatives.
- Monitor expenditure against budgets and recommend corrective action where necessary.
- Support appropriate financial governance and compliance with NHS guidance, contractual requirements and statutory obligations.
- Present financial reports and forecasts to the Board and other stakeholders.
Governance and Risk
- Ensure robust governance arrangements are maintained across the Primary Care Network.
- Support the Clinical Director and Board in meeting all statutory, contractual and regulatory responsibilities.
- Maintain the Network risk register and ensure risks are appropriately monitored and mitigated.
- Coordinate Board meetings, governance documentation and reporting processes.
- Develop and review organisational policies and procedures.
- Ensure compliance with information governance, data protection legislation and confidentiality requirements.
- Support business continuity planning and emergency preparedness.
- Ensure the Network Agreement is implemented effectively and reviewed regularly.
Performance and Quality
- Develop and maintain effective performance management systems.
- Monitor delivery of contractual requirements and key performance indicators.
- Produce performance dashboards and regular reports for the Board.
- Use data, benchmarking and intelligence to identify opportunities for service improvement.
- Lead continuous quality improvement programmes across the Network.
- Support the implementation of audit recommendations and lessons learned.
- Monitor patient outcomes, service quality and operational performance.
- Ensure improvement plans are developed where performance falls below expected standards.
- Promote innovation and evidence-based practice throughout the organisation.
