The Role
We are seeking a dedicated and professional Civil Enforcement Officer (CEO) to join our Parking Services team. In this role, you will contribute to the effective management of parking across North Somerset, ensuring parking regulations are applied in a fair and consistent manner. Your key responsibilities will include patrolling Council car parks and on-street parking areas, issuing Penalty Charge Notices where appropriate, and providing advice and assistance to members of the public. You will also be required to enforce Public Space Protection Order (PSPO) offences, such as littering, dog fouling, and smoking within children’s play areas. This is a frontline, public-facing role in which you will act as an ambassador for the Council. You will be expected to maintain a high standard of professionalism and customer service at all times, particularly when dealing with members of the public in potentially challenging or confrontational situations. The post operates on a rotational shift pattern of four days on and two days off, which will include evenings, weekends, and bank holidays to ensure effective coverage across the district.
Key Responsibilities:
- Checking vehicles within car parks and on-street enforcement areas to ensure they comply with the parking orders and legislation.
- Issuing parking enforcement notices and collecting evidence.
- Collecting evidence of PSPO offence.
- Maintenance and checking of Pay and Display machines.
- Health and Safety checks to car parks.
- Assisting with local events as required.
- Checking Blue Badges.
Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.
Work Style

However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated. This role falls into the category of Mobile/Field Worker Type which means you can expect to work in the following way: 0-1 day in the office. Includes field workers who primarily work remotely. Comes into the office for meetings or focused work. Virtual connections with the team are essential, with portable technology supporting work on the go.
