The Role

We are seeking a dedicated and experienced Asset Maintenance Officer to join our Parking Services team. In this role, the post holder will carry out inspections and assessments of moving traffic enforcement areas and car parks to ensure legal compliance and effective operation. This includes checking enforcement equipment, signage, road markings, and machines, identifying issues, and reporting findings to senior management. They will also maintain parking equipment, perform general cleaning and light grounds work, and carry out safety and legal checks in car parks. The role involves liaising with contractors to ensure work meets required standards, reporting any discrepancies, and undertaking patrols of Council car parks and on‑street areas.

Responsibilities include implementing parking suspensions and dispensations, ensuring bus lane infrastructure is in place, using video recording equipment, assisting at events, marshalling car parks, and enforcing parking restrictions and Public Space Protection Order (PSPO) offences across North Somerset. Temporary restrictions on the highway or in car parks may also be required. The post holder will work independently when lone working, as well as collaboratively within the team, demonstrating professionalism, sound judgement, and excellent communication skills, including when dealing with potentially confrontational situations. Effective planning and organisation are essential, along with an awareness of how decisions impact the wider service. The post holder will work closely with the Asset Maintenance Supervisor, who will allocate and distribute workloads when necessary, and report directly to the Lead Moving Traffic Enforcement Officer. Full uniform and training will be provided.

Key Responsibilities

  • Inspections and assessments of moving traffic enforcement areas, equipment, signage, and road markings, identifying issues and reporting trends to senior management.
  • Carry out civil enforcement duties and traffic/event assistance as required.
  • Liaise with contractors and partners to ensure all works are delivered to contractual and regulatory standards.
  • Implementing and maintaining parking suspensions on the highway and in car parks.
  • Communicate and collaborate effectively, engaging with the public, colleagues, and partner agencies, maintaining accurate records, and contributing positively to team objectives while applying sound judgement and planning skills.
  • Working alone, managing personal safety, maintaining communication with colleagues, and carrying out all duties effectively while working alone.

Work Style

At North Somerset Council, we offer a hybrid working environment based on four distinct work styles. Depending on the role and personal circumstances, you will fall into one of these categories. However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated. This role falls into the category of Mobile/Field Worker which means you can expect to work in the following way: 0-1 day in the office. Includes field workers who primarily work remotely. Comes into the office for meetings or focused work. Virtual connections with the team are essential, with portable technology supporting work on the go.

About You

We are looking for an individual who is passionate about parking and moving traffic such as bus lanes, and who possesses the following skills and experience:

Essential Criteria

  • Ability to use IT systems and equipment effectively to support operational and administrative tasks.
  • Practical experience of working with the public and ability to communicate information clearly and confidently.
  • Hold a valid driving licence.
  • Satisfactory DBS disclosure certificate (relevant applications and checks will be carried out before any job offer is confirmed).

Desirable Criteria

  • Previous experience in traffic or civil enforcement or similar operational service.
  • NVQ Level 2 in Parking Enforcement, or equivalent practical experience, with ability to achieve the qualification in technical skills within six months.
  • Hold a relevant Streetworks qualification, or willingness to attain within six months.
