North Northamptonshire is currently on an exciting journey to regenerate its town centre and as part of this, we are looking for a Regeneration Officer to join our Capital Projects team. The role will contribute to the design, development and implementation of the council's regeneration strategy, delivering projects that realise all benefits while ensuring full governance is observed. You will manage multiple projects simultaneously across a range of areas, working with a variety of internal and external stakeholders.
Strategy Development
To contribute to the design, development and implementation of the council's town centre masterplans and regeneration plans.
Stakeholder Engagement
Plan, develop and lead engagement exercises with stakeholders on specific projects, executing workshops and creating effective relationships with stakeholders and partners, both internal and external to the council.
Communication
Develop a communication plan to ensure effective communication with all stakeholders and the project team is maintained.
Governance
Work within legal requirements, policies, financial procedures, governance, procurement and adhering to recommended practice to protect the council from risk.
Project Management
Manage regeneration projects in accordance with the council's corporate plan and project management methods, ensuring objectives, timescales, benefits, budgets and any other targets are implemented and monitored.
Funding & Finance
Identify and secure potential funding support for regeneration related projects, developing business cases and funding submissions both internal and external for these projects aligned with the council's regeneration project priorities, working with services across the council and with partners.
Procurement
Procure and manage external consultants to deliver reports and elements of the projects, including the development of consultant briefs, tendering, selection and awarding of contracts for specialist roles and contractors. Monitor expenditure and performance in line with procurement rules.
Reporting
Support, manage and report to relevant Project Working Groups and Project Boards, producing regular monitoring reports and claims for funders on the spend on relevant projects to ensure conditions are met and assurance processes followed.
The successful candidate will be agile and flexible enough to adapt, ensuring projects have flexibility within their parameters to allow for change should the strategy, regulations or outcome require change during delivery. The post allows for remote working, but requires attendance of meetings, site and team meetings in person as needed – anticipated about two days a week. Good numeracy, literacy and knowledge of local authority governance, approvals and procurement processes are essential, with a preference for a relevant project management qualification or equivalent.
