The Senior Estates Surveyor is responsible for supporting the delivery of professional estate management case work, primarily on the corporate property portfolio. This portfolio is varied and includes farmland, headquarter offices, parks, leisure centres, adult services care centres, children’s centres, libraries, civic sites and schools. The Senior Surveyor must use landlord and tenant knowledge and expertise to undertake property contract negotiations, make recommendations to the Principal Surveyor or Senior Asset Manager, and thereafter maintain ongoing effective relationships to manage third-party occupation and deliver services to the local community. The post holder will attend, as necessary, occasional meetings of the council and its committees during normal working hours.

Responsibilities

  • Delivery of casework including freehold and leasehold disposal, lease renewals, rent reviews, licences (including wayleaves) and asset management using RICS valuation methodology.
  • Prepare and provide reports, advising the Principal Surveyor or Senior Asset Manager on recommendations.
  • Support the Principal Surveyor with procuring specialist valuations and technical advice, ensuring terms of reference accurately reflect council requirements.
  • Ensure accurate records are provided to the data input officer and support the asset valuation programme, liaising with external valuers, finance and audit to meet valuation deadlines.
  • Conduct site visits and inspections, meet stakeholders and manage boundary disputes.
  • Support the surveying team with monitoring of debt and recovery action, taking instructions from the Senior Asset Manager.
  • Assist council directorates with property-related service improvement projects, including preparing briefing notes and reports.
  • Support the council’s Carbon Neutral 2050 target by identifying properties that may be improved and participating in wider asset team reviews.

Qualifications

  • Qualified Member of RICS or currently studying towards membership.
  • Minimum 3 years post-qualification surveying experience in a property management discipline.
  • Experience in the public sector is desirable but not essential.
  • Experience providing technical advice to clients on acquisition and disposal of freehold and leasehold assets, including land sales for development.
  • Excellent written and verbal communication skills, with the ability to manage difficult or challenging situations.
  • Team player with excellent negotiation skills.
  • Full, current UK driving licence or equivalent.
  • Willingness to work flexibly from both home and office, as agreed with the Senior Asset Manager.
