This is a pivotal role within the Council's Resources and Performance Directorate, responsible for delivering strategic leadership, policy development, and operational oversight of procurement and contract management across the whole of the council's external spend portfolio. You will manage a small, skilled team, providing expert guidance and assurance to Senior Leaders, Directors, Assistant Directors and Members. Your work will ensure compliance with statutory and regulatory requirements, embed social value, and support the delivery of the Council Plan.

Responsibilities

  • Lead and manage the corporate procurement and contract management team.
  • Provide strategic direction and develop procurement and contract assurance strategies.
  • Collaborate with Legal Services, Financial Services, and other stakeholders to build procurement expertise and technical skills.
  • Ensure compliance with the Procurement Act 2023 and the Council's Contract Procedure Rules.
  • Advise Officers and Members, shaping the forward plan.
  • Drive transformation and innovation in procurement practices to improve efficiency and value for money.
