An opportunity has arisen to join our Finance Business Partnering Team as a Business Partnering Accountant. The role leads a small team delivering high quality financial advice to council services enabling them to manage their financial responsibilities. This includes supporting and developing budget monitoring, financial planning, as well as providing advice and support to the council's change and transformation agendas. The role contributes to ensuring resources are used effectively to deliver positive outcomes for the people and place of North Lincolnshire. The post will report to the Finance Business Partnering Strategic Lead.
The Financial Business Partnering team is an essential part of the council's finance service. The team coordinates and assists services with financial planning, monitoring financial performance, external funding and statutory financial returns. The team supports the council in understanding the impact of legislation changes, cost drivers and how these impact the financial position to secure long-term sustainability and help senior leaders manage risks and plan future priorities.
The Accountant will support the development of stronger financial governance arrangements, including regular budget monitoring focused on informed support and challenge to forecasting to enhance accuracy and assurance. The role will provide budget holder training, support in identifying and reporting on planned efficiency initiatives and will offer strategic financial support to assistant directors. The role will also lead and contribute to statutory financial returns to ensure that these are completed in an accurate and timely fashion to allow benchmarking and value for money analysis to be undertaken. The Accountant will manage and co-ordinate the day-to-day work of Business Partner Specialists supporting the relevant service areas. Working closely with colleagues across finance, the role will provide analytical support to inform financial strategies including presenting complex financial information clearly to support senior management. Strong analytical capability is essential to drive improvement and efficiency across the council.
You will be able to analyse and interpret complex financial data, identify risks and opportunities, and provide clear evidence to support informed decision-making. You will be able to build relationships across the finance function and with non-finance colleagues and be able to communicate complex financial data to non-finance staff. Knowledge of local authority financial management including accounting and budgeting practices and procedures is essential. You will be computer literate and be able to model financial data to identify trends, carry out sensitivity testing, understand the financial impact of proposals and make recommendations.
