SUMMARYAs a Programme Manager, you will lead the end-to-end delivery of a high-profile programme of ministerial reforms, serving as the strategic integrator across multiple workstreams and ensuring that policy intent is translated into sustainable operational outcomes. This role will drive meaningful change by coordinating activity across policy, service design, analysis, business change, digital delivery and operational teams, while maintaining oversight of complex interdependencies and risks in a highly scrutinised environment.
YOU WILL:- Lead end-to-end delivery of a transformational programme, coordinating activity across three initial workstreams, expanding to additional workstreams post-summer
- Act as the strategic integrator, maintaining oversight of interdependencies, risks and downstream operational impacts
- Provide robust programme and project leadership, overseeing delivery against ministerial commitments
- Build and maintain strong relationships across a complex stakeholder ecosystem, fostering collaboration between historically disparate functions
- Lead programme governance, reporting and assurance, engaging regularly with senior leaders at Strategic Civil Service level
- Chair a cross-functional Project Steering Group comprising senior stakeholders and directly support working groups
- Produce strategic briefings for senior government officials, including the Permanent Secretary and Ministers
- Operate across a complex delivery landscape spanning public policy, legislation, service design, digital and data transformation, business change and operational delivery
- Support engagement with ministerial committees and governance forums
- Proven experience in leading large-scale, complex programmes in government or similar highly regulated environments
- Demonstrated ability to manage multiple workstreams and stakeholders simultaneously
- Experience producing strategic briefings and engaging with senior leadership teams
- Strong governance and project management expertise
- Excellent stakeholder engagement and relationship-building skills
- Ability to navigate complex organisational structures and competing priorities
- Strong analytical and problem-solving capabilities
- Experience in policy delivery, digital transformation, or business change initiatives
- Exceptional communication skills, both written and verbal
